Title : National Training Officer
Position

Duration : 1 year with possible extension
Broad
Statement of Function
A.
Develop and design training curriculum, organise and facilitate trainings to strengthen
local capacity in Providing Humanitarian Assistance to Support the Repatriation
Process in the areas of disaster management and preparedness and
response;
B.
Carry out any other relevant assignments as tasked by the AHA Centre Executive
Director or other designated officers;
C.
Comply with the AHA Centre’s and Department of Disaster Management of Myanmar
(DDM)’s Rules and Regulations
Primary
Responsibilities
A.
Develop training curriculum, organise and facilitate trainings to strengthen local
capacity in the areas of disaster management and preparedness and response
1.
In coordination with the AHA Centre and DDM, work with relevant internal/external
party(ies) in developing and designing curriculum for capacity building
related to safe, secure and dignified repatriation,
2.
Organise workshops with relevant stakeholders in Myanmar to understand training
needs;
3.
Document and maintain participants’ database;
B.
Carry out activities pertaining to trainings, specifically on disaster
emergency preparedness
and response, with focus on the strengthening Myanmar local government
1.
Conduct general preparation, implementation, evaluation and documentation of training
i.e Curriculum Development Workshop, Training of Trainers, and Local Capacity
Building Course;
2.
Support DDM in selection process of training participants and delivery of
training;
3.
Evaluate the effectiveness of training and modify materials as appropriate, to ensure
that the training output comply with key success indicators;
4.
Deliver high quality and professional training including training materials;
5.
Ensure that the training plan and schedule are implemented in line with the project;
6.
Support the Project Manager in monitoring the utilisation of budget allocated
to the
training as well as develop activity report;
7.
Ensure that spending are aligned with approved budget and adheres to AHA Centre
policy on ‘Zero Tolerance for Corruption’.
8.
Review and provide inputs for improvement on the local capacity building course manual
and guideline.
C.
Carry out any other relevant assignments as tasked by the AHA Centre Executive
Director and Director-General of DDM Myanmar or other designated officers
1.
Contribute to the AHA Centre’s collective efforts by accomplishing related
duties
as
needed.
D.
Comply with the AHA Centre’s and DDM’s Rules and Regulations.
1.
Conduct him/herself according to the AHA Centre’s and DDM Myanmar’s vision, mission,
values, and policies;
2.
Adhere to all necessary aspects of corporate affairs within the organization,
such as
administration, human resources, legal, finance as well as programme
development
and management, communications, M&E, and contribute to emergency
operations as required.
E.
Provide advice, assistance and information related to training to the
supervisor and
other divisions within the organisation, where and when necessary;
1.
Contribute to the development of project reports;
2.
Maintain communication linkages and rapport with peer‐level officers in the Government
of Myanmar and the AHA Centre.
General
Qualifications
Education
Preferably
Master’s Degree in training design and development. Background in designing training
in the disaster management and humanitarian assistance field is an advantage.
Experience
Minimum of 3 years’ experience in designing and developing training including development
of assessment tools, learning strategies, training needs analysis
Ability to work with government, various international organisations, and
partners,
Prior experience in dealing with ASEAN and other institutions involved in
disaster management
operations and training will be an advantage;
Prior experience working or good network relationship with DDM is an advantage;
Solid understanding of concepts, knowledge and issues on the ASEAN regional
disaster management
mechanisms;
Strong command of the English and Myanmar language, both spoken and written;
Computer literacy and proficiency in using Microsoft Office tools.

Technical

Good understanding on the concept of curriculum development and adult learning principles
Excellent proficiency in verbal and written English
Excellent skills in facilitating training courses including the use of visual

Good understanding of disaster emergency assessment, preparedness and response operations;
Knowledge of and familiarity with disaster preparedness and response concepts
and operations;
Exposure to disaster emergency response operations;
Basic knowledge and understanding of concepts of information and communications technology;
Good regional and international awareness of developments in disaster
management
