Lowongan Consultant for Baseline Study

*1. Project Background*

*1.1 Background and objectives*

Situated at the convergence of three active tectonic plates, Indonesia is one of the most earthquake-prone countries in the world (Indonesia Disaster Management Agency [BNPB] Handbook on Managing Disaster, 2007). Earthquake significantly causes human displacement and has been the greatest contributor of human and economic loss in Indonesia (BNPB, 2018; Database
of Indonesian Disaster Data and Information, 2018). Along the path of Pacific Ring of Fire, Java island is comprised of 41 active volcanoes that threaten more than 150 million people (National Geographic, 2018). BPNB records that about 60 medium-to-large earthquakes affected millions of people hit the Java island alone, the most populated island in Indonesia, within the last 16 years (2018). It is, undoubtedly, that earthquake preparedness efforts are the key factors to lessen potential negative impact brought by the earthquake.

The Indonesian Red Cross (Palang Merah Indonesia/PMI), supported by the American Red Cross, have been consistently working in and advocating for disaster preparedness efforts with community and government since tsunami hit Aceh in 2004 The Red Cross team will continue these efforts with a new
intervention named Indonesia Earthquake Readiness Project. Funded by the U.S. Agency for International Development’s. Office of U.S. Foreign Disaster Assistance (USAID/OFDA), this project is commenced in July 2019
with a purpose to reduce preventable damage and loss from earthquake associated with deficient earthquake preparedness capacity at urban level. To achieve this goal, the project will focus on social and behavioral changes in awareness of the risk of earthquake, as well as understanding in building codes, safety behavior, and preparedness actions in the context of urban people living in the Java island, particularly in Sukabumi and Banyuwangi cities. The project will carry out Baseline study and would like
to call interested consultant teams to submit a proposal for the Baseline
study.

*1.2. Project areas and coverage of Baseline study*

The project will operate in 2 cities in Java island, that are Sukabumi
Municipality of West Java Province and Banyuwangi City of East Java Province. Java island is the most populated island as compared to all other islands in Indonesia. It is planned that the project will be narrowed at neighborhood level (later on called “Kelurahan” in Indonesian language) where most of city residents live. The selected consultant team is expected to lead the Baseline study in 3 Kelurahan representing different groups within communities such as male, female, youth, elderly, disability etc.
The type of buildings our beneficiaries live is masonry instead of
apartment. The study will include survey at 2 levels that are household and schools [details of the baseline survey can be read in “2.2 Expected Baseline study”].

*2. Baseline Study Overview*

*2.1 Objectives of Baseline study*

The objectives of the Baseline study are:

- To gain knowledge, attitudes, and practices regarding to understanding in earthquake, government regulations and programs related to earthquake, earthquake risk and preparedness at target communities (individual and family) and target schools living in project areas;
- To inform preferred and trusted communication channels for promotion of earthquake preparedness in urban context;
- To inform existing and recommend feedback mechanism in targeted Kelurahan in time of earthquake preparedness and response;
- To assess the level of earthquake preparedness of the targeted
Kelurahan using a “Disaster Ready Community” check list developed by the American Red Cross;
- To measure initial results of project indicators based on Monitoring & Evaluation Plan; and
- To produce Baseline Study report that includes feasible
recommendations, based on key findings, for project implementation.

*2.2 Expected methodology*

It is expected that the Baseline study applies mix methodologies
(quantitative dan qualitative). Baseline study must apply the quantitative methodology through surveys at household and school levels and perform qualitative methodology to enrich the survey results.

*3. Scope of work and Baseline study design*

*3.1 Scope of work*

The selected consultant team will be responsible to ensure Earthquake Readiness Baseline study uses methodologies that meet standard research and evaluation. The scope of work must include:

- Provide a complete Inception Report (Final proposal and tools).
- Develop Baseline study instrument.
- Coordinate the utilization of KoboCollect or ODK (or other standard mobile data application)
- Develop data quality control measures to the data entry.
- Train data collection team
- Lead and coordinate data collection
- Conduct data management and analysis.
- Perform Data Safeguarding Protocol.
- Write and present Baseline Study Report

*4. Duration of consultancy*

It is expected that the consultancy service is provided within 40 workingdays. Period of contract is started from 1 October 2019 until 31 January
2020.

*Estimated consultant working day:*

Initial briefing between consultant and Indonesian Red Cross team: 1 day

- Inception report preparation (including questionnaire testing) and
finalization: 5 days
- Enumerator training and Data collection at field (including travel
days) (in Sukabumi and Banyuwangi): 16 days
- Data cleaning, synthesis, and analysis: 5 days
- Share preliminary findings of Baseline study to American Red Cross and
PMI: 1 day
- Report writing: 6 days
- Incorporating comments from American Red Cross: 5 days
- Presenting Final Baseline study report and submitting all required
deliverables and supporting documents: 1 day

Total: 40 days

*5. Required qualifications*

Required qualifications for consulting team members are:

- Five years of experiences in leading and implementing survey. Be able to demonstrate experience in KAP survey and mobile data collection.
- Demonstrated the expertise on following subjects: Social and Behavior Change Communication and Architecture and/or EQ resistance construction
- Excellent knowledge and skills in quantitative and qualitative
researches (design, analysis, and report writing). Research experience in urban context (cities) in Indonesia is a plus.
- Demonstrated ability to write high quality of reports as shown by
sample of Baseline Study reports in the past that used KAP survey

*6. Application materials and procedures*

*6.1 Application materials* The consultant candidates are expected to submit the proposed Baseline Study Proposal. Content of the proposal must
include details as follow:

1. *Consultant profile*

This section includes summary of the Consultant team, explaining in short paragraphs all members’ education background and relevant working and
baseline study experiences [2 pages at max]. Details of each members’ relevant background and expertise must be summarized in CV (*max. 2 pages*)
that is part of Annex. *We only read relevant information*.

2. *Baseline study purpose*

Stating objectives of Baseline study as written on the TOR.

3. *Scope of work*

Stating the scope of work that is cited from the TOR. If there is more than one consultant on the proposed team, please provide the number of persons
needed for both for quantitative and qualitative methodologies [please use *template
of Scope of work in Annex 3*].

4. *Enumerator training*

State who will be responsible for enumerator training and include
information on prior experience. Describe how training will be provided, the topics covered, expected duration, and logistic and administrative
support needed from American Red Cross team.

5. *Quality control mechanism*

Provide a section detailing the mechanisms to ensure data quality by clearly specifying steps for data validation. This section may also include supervisory mechanism for data quality and the role of field supervisors.

6. *Data management*

Explain mechanism for data entry, validation checks, and data processing.

7. *Analysis plan*

The consultant team is expected to explain data analysis plan, software used, and working duration for the Baseline Study. The consultant team must
explain strategy to avoid potential bias from the proposed baseline study
design.

8. *Progress updates*

This section should clearly indicate the mechanism that would be used to communicate with PMI and American Red Cross team within the reporting relationships on regular update about the field activities, response rate,
etc.

9. *Baseline study timeframe*

Complete this section with proposed work plan. Provide a table comprised of description of the Baseline study activities, estimate days of implementation, and the consultant team member responsible for each planned activity. [please use *template of* *Baseline study timeframe in Annex 4*].

10. *Baseline study budget plan*

Provide a table that shows planned activities, estimate days of
implementation, responsible consultant team members, and unit cost in US Dollar. [please use *template of Baseline study budget plan in Annex 5*].

11. *Professional Reference*

Provide at least 3 references with details as follow:

- Name of reference
- Position and organization
- Mobile phone number and email address
- Previous consultancy service

12. *Annex*

The Annex should be consisted of:

- CV of each consultant team members (CV must include only relevant background and desired expertise)
- Sample of previous Baseline Study report in English comprised of: Executive Summary (1 page), Analysis results and key findings (4 pages), Recommendation (1 page), and Conclusion (1 page).

*7.2 Payment term*

The payment will be made based on satisfactory deliverables and after approval from Deputy Director & DMEL Lead of AMEE Region. The selected
consultant team must submit invoice for the payment.

Payment term:

- 20% after Inception report (Final Proposal and Tools).
- 40% after approval of completed Baseline study matrix and first draft of report (the first draft of report must be written based on the approved Baseline study matrix)
- 40% after approval of Final Baseline Study report and all other
deliverables..
