Drafting Summary for Policy Makers from Vulnerability Assessment APIK
Background
USAID’s five year “Adaptasi Perubahan Iklim dan Ketangguhan” (APIK) Project supports the Government of Indonesia to strengthen climate and disaster resilience, working in an integrated manner from the national level down to the regional and community levels. In support of this overall objective, APIK seeks to:
•        Mainstream climate change adaptation and disaster risk reduction into national and sub-national governance frameworks;
•        Build the capacity of local communities and the private sector to address climate change and weather-related natural hazards; and
•        Support the use of information for climate and disaster risk management among key stakeholders.

At the national level, APIK provides technical assistance to national level ministries to strengthen their understanding of climate change (including climate variability) and the impact of climate-related natural disasters, and to mainstream tools and approaches that facilitate the systematic consideration of climate change adaptation (CCA) and disaster risk reduction (DRR) in their core planning, budgeting, and operations as well as monitoring and evaluation. Given the cross-cutting nature of CCA/DRR, APIK works with economy-wide agencies—such as the Ministry of Planning (Bappenas) and the National Disaster Management Agency (BNPB)—as well as technical ministries such as Environment and Forestry (KLHK), Energy and Mineral Resources (ESDM), Public Works and Public Housing (PUPERA), Agrarian and Spatial Planning (ATR), and Agriculture (Kementan).

At the subnational level, APIK seeks to build the capacity of local governments in East Java, Southeast Sulawesi, and Maluku to address CCA & DRR through planning and operations, public outreach, and the institutionalization of resilience-building practices in day-to-day activities. With a regional office located in the respective provinces, the Project works in targeted landscapes with the communities on the front lines of climate change and disaster resilience in the target districts/cities to implement measures and link those measures to the relevant government processes in a holistic systems approach.

As the follow up of the vulnerability assessment and climate resilience strategy in the regions, there is a need to draft a summary for policy makers. This document is essential for informing the decision makers at provincial and districts and cities level on why they need to adapt and build resilience. Therefore, APIK intends to hire an Expert in the Climate Change Impact Assessment as Short Term Technical Assistance (STTA).

Objective
The STTA draft a summary for policy makers from vulnerability assessment and climate resilience strategy for each provinces and landscapes. 

Outputs
Draft in Bahasa Indonesia as follows:
1.        Summary for Policy Makers for VA at East Java Province;

2.        Summary for Policy Makers for VA at Brantas Hulu Landscape;

3.        Summary for Policy Makers for VA at Brantas Hilir Landscape;

4.        Summary for Policy Makers for VA at South East Sulawesi Province;

5.        Summary for Policy Makers for VA at Kendari Konsel Landscape;

6.        Summary for Policy Makers for VA at Maluku Province;

7.        Summary for Policy Makers for VA at Ambon Lease Landscape;

8.        Summary for Policy Makers for VA at Aru Landscape.


Each Summary is not more than 8 pages and will consist of :

·        Background

·        Sector selection

·        Vulnerability of selected sector

·        Risk on selected sectors

·        Adaptation options and strategy

·        Links to more information / maps

Activities
Furthermore, the scope of work includes, but not limited to, the following components:

1.        Study the VA documents and CRS.

2.        Propose a prototype.

3.        Presentation of first draft.

4.        Presentation of final  draft.

Mechanism of Implementation
The STTA will be assigned to work with the APIK national team focusing on the subject. The activities are conducted through desk study and series of discussions with APIK team.

Qualifications
The requirements needed for the STTA are as follows:
1.        Min. Master degree with strong knowledge and experience in CCA Strategic planning development.
2.        At least 7 years of experience in climate adaptation practices in Indonesia, particularly on climate adaptation policy, including climate disaster related. 
3.        Ability to analyze and develop government/ministerial regulation/technical instrument on climate change adaptation or environmental issues.
4.        Able to communicate the results of activities and analysis to KLHK, Bappenas, and APIK.

Location
This position will be based in Jakarta, Indonesia.

Reporting
The STTA will report to Climate Change Adaptation Advisor.
