KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

Supporting Local Governments and Service Units to better address the needs of basic service users;
Supporting the poor and vulnerable to benefit from improved village governance; and
Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

The Opportunity

The ECED Consultant shall provide input and facilitate the studies related to standardized indicators that contribute to the National Action Plan of HI-ECED targeting the changes at the area of outcome level, to develop input/recommendation of the DAK nonfisik for BOP PAUD, and to facilitate activities related with Hi-ECED in KOMPAK’s working areas.

Key Duties

Facilitate the studies of standardized indicators that contribute to the National Action Plan of HI ECED as input for the process of implementation of HI ECED at the national and sub national which includes:
Documents study and mapping of indicators of HI ECED which has been used and see the results regarding to outcome level in HI ECED programs across ministries/ institutions
Facilitate meetings and provide recommendations from the results of standardized indicator analysis to ensure access and quality of HI ECED services especially those that can show changes in results for example in early childhood growth and development
Writing reports and dissemination of study result to related stakeholders
Facilitate the study of the costing on DAK non Fisik for the utility of BOP PAUD includes:
Documents study to identify the implementation of BOP PAUD in national and sub national levels (mechanism, policy and regulation, social accountability, budget)
Facilitate meetings and provide input on the effectiveness of BOP PAUD utilization
Provide and facilitate activities related to the program of HI ECED in KOMPAK working area

Key Requirements

Minimum 12 years of experience in education system in Indonesia
Postgraduate degree in relevant field, and doctor degree is preferable
Proven expertise and experience in delivering high quality research and reports in Indonesia on relevant education sector for early childhood education and development in particular and basic services more generally
Demonstrated knowledge of the government regulations, policy and planning and budgeting processes particularly related with early childhood education and development governance in Indonesia
Strong advocacy and communication skills; writing and presenting to a wider range of audiences; and drafting practical recommendations based on evidence
Experience in development monitoring and evaluation system in education sector particularly for out of school children
Experience working with government agencies
Fluency in written and spoken Bahasa Indonesian and English languages
Understanding of gender equality and social inclusion issues
