Our Team
Over the next three years commencing in 2018, Oxfam will maintain organizational effectiveness as a core standard expected of an international humanitarian and development organisation in Indonesia.

Oxfam in Indonesia will represent the Oxfam International (OI) Confederation through the Oxfam International Regional Platform (OI RP) for Asia, supported by different Oxfam affiliates with dedicated roles.  We relate with these through agreed upon Partner Affiliate (PA) and Executing Affiliate (EA) arrangements

Oxfam in Indonesia is committed to a ‘localization’ agenda, an ‘intermediary’ for capability development and resource mobilization through new and innovative financial models. As best able, all of Oxfam Indonesia’s programming will be informed and developed through a ‘partner-based model’. This would mean people assisted and supported through Oxfam’s work are included in the development of programmes and initiatives represented by their organisations, institutions and networks who opt to ‘partner’ with Oxfam through long term relationships.

Within this context, Oxfam in Indonesia will maintain a Programme Support Structure that effectively contributes to and pro-actively supports programme delivery commitments, priorities and expected outcomes. It will do this through effective stewardship, management and deployment of physical, financial, human and technological capabilities, assets and resources.

Local organisations and networks take on greater responsibility for developing and implementing development priorities supported by ‘local’ resources’ (Government, Private Sector, Indonesian Organisations, Budget Support mechanisms) and INGOs take on fewer and lesser operational roles.

WHAT WE ARE LOOKING FOR
Valued contributor to Country Office leadership team. Capabilities for effective line management and oversight of Programme Support functions. The post holder should be results oriented, focused on synergies with other Functional Leads and be committed to building and maintaining relationships with Oxfam and partners staff to ensure effectiveness. The person must consistently demonstrate behaviours of competencies related to systemic thinking, listening, mutual accountability and humility.

Job Purpose
Contribute, as a member of the Country Management Team, to the successful leadership and management of Oxfam in Indonesia. Ensure Oxfam projects and programmes in Indonesia receive effective and efficient organizational support to successfully deliver on their commitments and in support of the Oxfam Country Strategic plan, and provide leadership of the business support teams. Provide oversight of risk and resource management, and be accountable for high-level business operations and Counter Fraud. Ensure operations meet the standards and expectations of partners, the Government, donors and Oxfam International.

 Key Responsibilities
Contribute to the leadership and governance of the organisation as a member of the Country Management Team (CMT);
Contribute to developing and delivering Oxfam’s Country Strategy and implementation plan, taking action as required through the business support function to support its successful implementation. Based on the OCS, HoPS is responsible to develop the Country Operational Model (COM) and it is important for HoPS to ensure that the back bone of the organisation is able to function as per COM;
Meet key organizational performance indicators to ensure institutional stewardship and accountability, looking at particularly financial management, logistics and HR;
Ensure Oxfam in Indonesia follows Government of Indonesia laws and regulatory, and governance requirements for International Non-Governmental Organisations (INGOs).. Ensure Oxfam is compliant in the areas of Oxfam’s Memorandum of Understanding (MoU), Tax, and relevant Registrations;
Champion the shift from compliance and control to joint risk anticipation analysis and mitigation with Partners and other relevant stakeholders;
Ensure the Country Office makes successful, timely and informed decisions on mitigating and managing risk, and addressing variances against organizational plans.  Ensure the Country Office Security Management Plans (SMPs) are maintained and implemented;
Ensure relationships with the Executing Affiliate (EA) are maintained in alignment with Oxfam International guidelines and protocols.
Develop appropriate financial and business support strategies and lead appropriate interventions;
Ensure Oxfam’s Partner Based Approaches are supported through effective capability development and appropriate investments;
Ensure effective coordination between programme management and finance on strategic analysis and use of financial information to inform proactive decision-making;
Develop and ensure implementation of the Country finance strategy and ensure effective financial management, asset management and financial accountability;
Lead the business planning and annual reporting cycle ensuring planning, forecasting, budgeting and financial analysis supports country-level, strategic decision making and effective programme management. Support the development of large donor proposals;
Lead the budget setting and year-end process in support of Country Operating Plans, ensuring budgets are aligned to programme plans, and monitoring and reporting processes are in place;
Lead on Anti-Corruption management.
Lead the Business Support function;
Ensure accountable and compliant management oversight of financial, physical, and IT, ensuring effective controls and systems are in place to fulfil programme requirements;
Ensure coordinated, responsive, adequate and effective organisational support for programmes, partners and other stakeholders through effective planning and management of business support services;
Ensure the Office has access to IT capabilities (infrastructure and staffing) that are forward-looking, innovative, agile and responsive to programmatic and operational needs;
Ensure all business support functions operate in a timely, effective manner and in accordance with best practices, complying with agreed-on Oxfam International Confederation Standards and processes for ‘Good Stewardship’ (value for money, effective pre-qualification, vendor database) and meeting the standards set through Controls Self-Assessments.
Manage the performance of business support functions.
Ensure staff is clear about expectations and is supported to develop and perform well, ensuring any poor performance issues are addressed swiftly and professionally when required;
Manage the Business Support function budget to ensure spending is within limits and delivers the planned returns;
Help to create an environment for quality and innovation within the function;
Provide leadership in the business support team where all line managers are supported to perform and present values of Oxfam, being leaders in Oxfam and contribute for good culture and safe environment in workplace.
Essential

Ability to operate strategically and be credible in a leadership role with a minimum of 5 years of senior management level experience;
Professionally qualified in finance, administration, accounting or equivalent with proven experience in services management. A sound financial management background is essential;
Demonstrable behavioural competencies related particularly to decisiveness, relationship building, systemic thinking, listening, mutual accountability, enabling others and humility (see below);
Broad set of management skills (financial, people management, technical) and competence;
Relevant experience in managing complex donor requirements;
Proven communication, facilitation and representational skills sufficient to engage staff and external audiences
Ability to operate and think strategically, coupled with proven analytical skills and the use of these to problem solve and make decisions;
Results oriented, and not a ‘task manager’;
Able to build strong and respectful relationships;
Ability to work effectively in a multi-cultural environment;
Fluency in written and spoken English;
Excellent organisational abilities with ability to work to deadlines and manage time well;
Good team member with experience of working in and supporting a diverse team;
Strong interpersonal awareness including diplomacy, tact, being able to work effectively with others, cultural sensitivity and respect for confidentiality;
An understanding of gender and diversity considerations within key areas of responsibility and commitment to addressing inequalities in the workplace and the programme;
Excellent Computer skills – Word, Excel, use of the Internet, databases and email.
