Trainer for Regulatory Impact Assessment (RIA) Training

1. Background of The Project and Assignment
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth.

PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farmer households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.

PRISMA has committed to achieving broader targets. This triggered PRISMA to work in a more strategic way, including through policy engagement and regulatory improvement. Regulatory reform is still an important agenda for creating a better business climate both at the regional and central levels. No exception in the agricultural sector, even regulatory reform is still an issue in boosting the competitiveness of the agricultural sector as well as increasing farmers' incomes.

Various tools and methods are used to carry out regulatory analysis prior to reform the regulation which is ultimately seen as inhibiting or no longer relevant for the better business development. The analysis tools focus on analysing the impact of a regulation. Among these tools is the Regulatory Impact Assessment (RIA) which is introduced by the OECD and used in several countries, both OECD members and non-members. A few government agencies in Indonesia have gained the capacity to implement RIA assisted by ADB, Swisscontact and The Asia Foundation.

RIA is a systematic decision tool used to examine and measure the possible benefits, costs and effects of new or existing regulations. RIA implementation supports the policy-making process by contributing valuable empirical data for making policies, and through the construction of rational decision frameworks to examine the implications of potential regulatory policy options.

The overall goal of RIA is to help the government in making their policies more efficient. This is an important factor in responding to the impact on the modern economy of an increasingly open global market and budgetary constraints and the consequences of competing policy demands. The main feature of the RIA is its consideration of the potential economic impacts of the proposed regulations.

2.    Purpose of The Assignment
Related to the background as mentioned above, PRISMA needs to equip its team, especially those who will and potentially have a lot to deal with government policies, in the form of observations, studies and consultations that lead to the need for regulatory changes. Therefore, PRISMA requires knowledgeable and experienced individuals to provide training.

The purpose of this assignment is that the Trainer will assist PRISMA in developing training modules and delivering RIA training to PRISMA staff. In addition, the Trainer is also required to prepare a report of the training activity.

3.    Roles and Responsibilities
The Trainer is expected to deliver areas of work as outlined below:

a.              Develop the RIA training module for packaged three days of training, along with relevant case studies.

b.              Provide training materials in the form of PPT slides, worksheets and other forms considered necessary.

c.              Deliver training to the PRISMA team

d.              Document the results of the training including photos, feedback and evaluations from participants.

e.              Submit a report of the implementation of the training including an attachment of all training documents.

4.    Keys Selection Criteria
The Trainer must have:
a. Having a good understanding of the regulation and regulatory process in Indonesia, especially in agriculture.
b.  Having experience in developing the RIA concept in Indonesia.
c.  Having experience in implementing and / or assisting government institutions in implementing RIA.
d.  Having knowledge and experience with the Market System Development approach.
e.  Having experience in delivering training and facilitation.
f.  Hold minimum Master degree in the fields of Social Science, Public Policy, Economics, Socio- Economic Agricultural or other relevant disciplines.
5.    Functional Relationships
The Trainer reports and coordinates to PRISMA PM East Java and Central Java.
