Title                  :  Monitoring & Evaluation Expert for Women’s Voice and Leadership Project
Duty Station       :  Jakarta, Indonesia
Report to             Project Manager Women’s Voice and Leadership
Duration              1.5 months ( mid August to September 2019)

Background
Women’s Voice and Leadership (WVL) project is multi-year funding initiated by Hivos Southeast Asia and Just Associates (JASS) started on 2019 until 2023. The goal of the project is improved enjoyment of human rights by women and girls and the advancement of gender equality in Indonesia. In the implementation of the project, we collaborate with five advocacy-focused Indonesian women's organizations. The project will be implemented in in 18 cities/districts in Indonesia.
Baseline study of WVL project will be conducted by an external consultant to fulfil the overall information and data as needed by the project.
The baseline data shall provide and fulfil the specific value for all of the indicators in the performance measurement framework of WVL project. The baseline data will be used in the 1) establishment of the realistic and achievable target; 2) provide point of reference against which progress on or towards the achievement outcomes will be assessed, monitored, and evaluated.
Objective
The objective of this assignment are:
1.       To review and provide input on M & E Plan of the WVL project
2.       To produce operational means for monitoring and evaluation process
3.       To produce operational manual for monitoring and evaluation process
4.       To conduct baseline study based on operational means and manual of monitoring and evaluation

Scope of work
The Consultant will start by reviewing M&E needs and establishing necessary practical procedures and measures in order to operationalize M&E (data collection and processing). The consultant is expected to design a practical M&E system.

The consultant is expected to:
1.     Study the relevant project documents
2.     Review the M&E needs & develop robust M&E systems including:
•   Clear definitions of project’s performance indicators (output and outcomes)
•   Methodologies and tools for measuring the qualitative and quantitative information, including gender inclusive related aspect within the project
•   Review M&E action plan, milestones with reporting frequencies, responsibilities and procedures
3.     Produce a manual that includes the above and guides project coordination in processing and evaluating the information
4.     Conduct baseline study ( Collect and analyze the baseline data collected) and report the baseline result to Hivos

Expected output
1.   Revised monitoring and evaluation plan
2.   Monitoring and evaluation tools and manual
3.   Baseline report


Qualifications and Experiences :
•     Minimum of 5 years of professional experience in developing M&E frameworks for national level programming. 
•     Proven experience with logical frameworks and other strategic planning and M&E methods and approaches (including quantitative, qualitative and participatory).
•     At least 3 years’ experience in gender and human rights issues, with good program design skills, including capacity to prepare logical, coherent and consistent documents.
•     Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework.
•     Ability to work rapidly, both in person and remotely, with team members in various locations.
