The International Federation-Country Cluster Support Team (CCST) for Indonesia and Timor Leste is looking for qualified candidate to fill the following position:

Job Purpose

The Procurement Manager position will be based in Jakarta to support the CCST office as well as all the ongoing operations in Indonesia.

This role primarily focuses on supervising and conducting Jakarta level procurement activities for and on behalf of IFRC operations in the field.

The position holder will work under the supervision of the Logistics Coordinator for delivery of logistics services with the responsibility for procurement activities e.g. ensuring local sourcing, timely deliveries, quality of goods and services, local market research.

The procurement manager will receive technical support in procurement matters from the procurement delegate and from the Procurement Manager from Regional Operational Logistics, Procurement and Supply Chain Management (OLPSCM), Regional Office from Kuala Lumpur.

The Procurement Manager will support operational IFRC procurement teams in country to ensure the successful development and execution of operational procurement in a relatively mature supplier base and aligned with overall global strategies and objectives. He or she will ensure best value for money objectives are achieved. This role is expected to have an active part in training and supporting PMI National Society staff in relevant procurement activities and support the logistics coordinator to ensure alignment in cross-function activities. As such, this role will require procurement and general logistics experience, Bahasa speaking as well as excellent communication and organisational skills.

Job Duties and Responsibilities

Carry out in country procurement processes of goods and services while ensuring full compliance with the IFRC procurement procedures, standards and systems, in conformity with the requirements as well as maintaining always full audit trail.

Participate in operational planning, provide technical assistance and logistics consideration for the procurement of goods and services.

Manage the local sourcing, procurement and delivery of national services as appropriate in a timely and cost-effective manner.

Obtain quotations, prepare comparative bid analysis and provide with recommendations on the selection of suppliers.

Manage all procurement contracts for goods and services. Maintain records and track performance for all procurement contracts.

Guide and support PMI in the delivery of procurement services and disseminate best procurement practices in line with Federation procurement procedures and processes.

Provide procurement training to IFRC procurement team and partner teams as and when required.

Provide procurement advice and technical support to country level IFRC functions to ensure a coordinated IFRC procurement service

Establish and maintain a good professional working relationship with suppliers and inspection companies.

To liaise closely liaise with relevant IFRC technical operational departments to establish procurement plans, procurement pipelines to keep requestors informed and ascertain needs and technical requirements/specifications from those technical departments to enable delivery in time of requested goods and services.

To discuss and seek technical support from the Procurement Delegate / Logistics Coordinator for any foreseen changes in procurement plans and logistics activities and discuss viable approaches to provide an efficient delivery of the services;

Assume full accountability for delivering best value for money;

Identify gaps in the skills and competencies of local country procurement team members and establish and implement personal development plans;

Facilitate the implementation of procurement policies and procedures for the procurement operation to ensure global procurement guidelines and policies are fully understood, communicated and locally applied;

Ensure that the country procurement unit delivers a procurement service that understands and meets the needs of the Federation, partners and services users, balancing service quality against service cost/commercial implications;

Identify potential new suppliers within the country through market assessments;

Provide technical expertise and advice in procurement aspects among PMI staff and volunteers to enable the delivery of the right quality and cost-efficient procurement service provision that meets the requirements of the Federation and partners;

Ready to support IFRC emergency operations within the country and abroad and ready for deployment in difficult locations with high levels of stress

Job Requirements

Education

Bachelors degree in Procurement or other related disciplines and/or can demonstrate equivalent intellectual capacity

Professional qualification or equivalent of qualifying experience in logistics (preferred)

Expérience

5-year experience in logistics, procurement sourcing and customs clearance

Experience of supervising and supporting staff

Experience of working with the Red Cross / Red Crescent (preferred)

Experience of working for a humanitarian/non-profit-making organization (preferred)

Knowledge and Skills

Advanced skills in computers (Windows, word processing, spread sheets, etc.)

Able to work independently and as part of the team

Exceptional level of patience and able to work long hours

Strong negotiation skills

Ability to detect and resist potential fraud

Documentation preparation and filing skills

Ability to deliver unfavorable news to unsuccessful suppliers/providers

Sensitive to cultural and regional issues
