Poultry Technical Consultant
(NTT Kupang)
1. BACKGROUND OF THE PROGRAM AND INTERVENTION
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth.
PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.
1.1. INTERVENTION BACKGROUND
Local chicken farmers in NTT have low productivity of chicken and limited access of knowledge toward Good Husbandry Practice (GHP). Introducing better quality of local chicken in NTT will boost chicken productivity in household level and will likely to increase income and/or decrease spending in daily protein consumption. To start introducing the local chicken breed in NTT, good partnership with local partner and government is needed.
2. PURPOSE OF THE ASSIGNMENT
Good relationship with local poultry market players and government is established as well as technical consultation related to poultry husbandry and market in NTT is provided.
3. ROLES AND RESPONSIBILITIES
Under instruction from Poultry sector team or Head of Portfolio in PRISMA 2, poultry technical and field consultant is expected to deliver areas of work as outlined below:
a. Supporting PRISMA poultry sector team in assessing the poultry sector in NTT, which includes providing field assistance and possibly traveling to different districts in NTT.
b. Initiating and build good networking with stakeholders in the poultry sector, such as local government (provincial and district government, especially livestock unit), hatcheries, poultry shops, research centres, universities, traders, farmers, lead farmers, feed companies.
c. Facilitating and conducting a multi stakeholder workshop with poultry stakeholders in NTT, including the local government and other poultry market actors, which aims to gather relevant information related to poultry sector and open the discussion amongst actors.
d. Providing consultancy on general poultry sector such as good husbandry practice, good processing practice, breeding practice, and poultry market system to PRISMA’s business consultant..
4. KEYS SELECTION CRITERIA
The consultant must have:
a. At least Bachelor’s degree in husbandry, veterinary, agriculture, and possess the advanced knowledge of chicken rearing both in industrial and household level, preferably master and/or doctoral degree
b. More than 15 years experienced working in poultry sector
c. Experienced on facilitating multi-stakeholder workshop, being moderator,
d. Has strong network with local government, advanced knowledge in governance, and livestock
(poultry specifically) market actors
e. Fluent in local language, and English (both spoken and written)
f. Understand local context and culture
Desirables Criteria:
a. Preferably reside in Kupang or NTT
b. Has previous experience working in market development program
5. FUNCTIONAL RELATIONSHIPS
This position:
a. Reports to the Head of Portfolio 4 and Poultry sector team
b. Closely works and coordinate with PRISMA Business Consultant (Meidina M. Amarsa) and assist data collection and report with PRISMA Result Measurement (William Soe)
6. INDICATIVE TIMELINE
Poultry technical and field consultant will work for 20 days starting from August 2019-October 2019
