Project Summary

The USAID/Indonesia Monitoring & Evaluation Support Project (MESP) measures and assesses the effectiveness, relevance and efficiency of USAID's programs, and uses the knowledge generated to help inform and improve development effectiveness. Our work includes strategy development, conducting evidence-based evaluations and sector assessments, and supporting the monitoring, evaluation and learning practices of USAID's implementing partners. MESP provides key support to USAID's Collaborating, Learning and Adapting (CLA) initiatives.

**This is a full-time, long-term position based in the MESP Office in Jakarta

Position Summary:

The Procurement Manager is responsible for preparing procurement and subcontracting documents in MESP Field Office, including managing consultant and staff travel and other logistics requirements for MESP Tasks (surveys, conferences, workshops and training), for compliance with USAID and MSI administrative and financial requirements. The Procurement Manager will report directly to MESP Leadership and work closely with MESP technical and operation staff.

Responsibilities:

Work closely with MESP Technical Staff to draft MESP contracts and/or purchase orders approvals for MESP COP and HO review;
Conduct procurement training and/or refresher for MESP new and existing staff;
Maintain internal vendor database;
Lead the preparation of budgets estimates for MESP procurements;
Work closely with Technical and Finance teams to review proposal budgets, ensuring linkage between technical and cost proposals;
Gather and document up-to-date pricing information independently;
Develop MESP Procurement Plan;
Ensure contract compliance and conduct cost and price analysis;
Draft RFPs and oversee bidder selection process;
Work closely with Technical Staff to evaluate bids for cost and technical reasonableness;
Lead technical evaluation with assistance of technical leads;
Lead negotiation of MPOs;
Draft negotiation memo and subcontracts for MSI HO approvals;
Ensure policies and procedures are properly carried out by project staff and advise staff on USAID regulations and MSI Procurement policies and procedures;
Act as Office Manager and/or Accountant while they are on leave;
Raise issues with COP and HO Program Manager when necessary.

Required Qualifications**

Bachelor's degree in accounting, management and/or relevant sector with minimum of 15 years of professional experience as a Procurement and/or Office Manager with responsibilities in overseeing procurements, office operation, finance and accounting.
Prior experience working on USAID projects is required.
Deep knowledge of relevant USAID rules and regulations related to office operations, procurement, and related areas.
Excellent organizational and attention to detail.
Ability to work effectively on multiple tasks simultaneously, completing products on time and at the required quality standard.
Strong interpersonal skills; ability to work effectively as a team member. Strong written and verbal communication skills.
Strong computer skills including knowledge of Microsoft Word, Excel, PowerPoint, Outlook, accounting software preferably and internet research and database applications.
Written and spoken in English and Indonesian required.
