About the program

ASEAN–Australia Counter Trafficking (ASEAN-ACT)continues Australia’s long running collaboration with ASEAN and its memberstates to end human trafficking in our region. The program will principallywork on strengthening the justice sector response to human trafficking, whileopening up new partnerships with allied government agencies, civil society andbusiness. It will engage all 10 ASEAN Member States in some capacity and willcontinue national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar,the Philippines, Thailand and Vietnam. 

Role andresponsibilities

The ProgramCoordinator-ASEAN is responsible for coordination of the programactivities at the ASEAN regional level; the position supports planning,coordinates delivery, assists with the monitoring of activities; works closelywith counterparts and the Program Director-ASEAN. 

The ProgramCoordinator-ASEAN will support the Program Director-ASEAN to prepareannual work plans and budgets for the use of ASEAN-ACT resources; coordinateactivities supported by ASEAN-ACT ensuring effectiveness and efficiency; andensure that results are appropriately monitored and reported. 

The ProgramCoordinator-ASEAN will provide support to ASEAN counterparts andwork closely with the operations team to support the requirements of theprogram. 

Specific duties

StakeholderSupport

>   Develop and maintain excellent workingrelationships with all stakeholders, based on mutual accountability andrespect.

>   Provide general secretariat support for RPSCmeetings, including preparation of draft agendas, taking minutes and recordingoutcomes.

>   Coordinate with the ASEAN Secretariat for SOMTCand ASEAN-ACT activities

>   Provide information and briefing on ASEANSecretariat matters

Activity Support

>   Assist the preparation of annual ASEAN work planand associated budget, ensuring it aligns with ASEAN-ACT priorities and implementationprinciples.

>   Assist and coordinate the implementation ofprogram-supported ASEAN regional activities, ensuring they are implementedeffectively, and that results are appropriately monitored and reported.

>   Support mainstreaming of gender equality, socialinclusion and victim rights throughout all program activities.

>   Work collaboratively with ASEAN-ACT staff inother countries and with the regionally based program support team.

Administration Support 

>   Support and assist the Finance andAdministration Manager, including financial, administrative and logisticsfunctions, and cooperation with regionally based operations team.

>   With the Program Director-ASEAN, review ASEANregional risks, respond to incidents (e.g. security, safety, fraud,reputational, etc) and ensure compliance with the child protection andsafeguards framework.

Monitoring, Evaluation and Learning

>   Support the Program Director-ASEAN to gather,record and report information as per the program’s monitoring, evaluation andlearning procedures.

Selection Criteria

>   An understanding of the regional context inrelation to human trafficking, including Bohol Work Plan, relevant sectoralbodies and working groups and the roles of the justice sector, civil society,private sector and allied government institutions.

>   An understanding of human rights andrights-based approaches in development, particularly as these relate to humantrafficking.

>   The ability to work with senior officials,demonstrating high-level communication and interpersonal skills to build strongworking relationships with key counterparts.

>   An understanding of monitoring, evaluation andlearning; and mainstreaming of gender equality and social inclusion

>   Demonstrated management and coordination skills,including the ability to plan and meet deadlines.

>   Competent information technology skills..
