Producing LAPOR! Mobile Application Promotional Video

Project Summary:

USAID CEGAH, is a 5-year program dedicated towards strengthening Indonesia’s Community of Accountability. This includes components on rule of law strengthening, accountability and anti-corruption, public service integrity, access to information and civil society strengthening. Currently in its third year, the project is expanding its programming to the cross-section of anti-corruption and countering terrorism and violent social movements and organizations. The project is implemented by Management Systems International (MSI).

Task’s Background:

In regard to improve the quality of the public service in Indonesia, the GOI has declared a Presidential Regulation (Perpres) No. 76/2013 on Public Service Management System, for establishment of National Complaint Handling System (Sitem Pengelolaan Pengaduan Pelayanan Publik Nasional/ SP4N), which is an integrated public complaints management system. SP4N-LAPOR! has since been used as the official platform to handle complaints about public services.

USAID CEGAH has supported important developments of the LAPOR! application, including a comprehensive upgrade from version 2.0 to version 3.0, and the development of Android mobile application. To promote the Android mobile application, USAID CEGAH is keen to hire a professional communication/creative agency or professional video maker to produce a mobile app promotional video. This promotional video would be used for the LAPOR Goes to Campus events that would be conducted by MenPAN in September 2019, as well as to be placed in LAPOR website and other promotional channels, and also expected to be distributed to other government agencies for LAPOR campaign purposes.

Objective:
To produce a 2-3 minute-length LAPOR! mobile application promotional video

 Task and Responsibilities:
  In order to achieve the objectives, the vendor under the overall supervision of USAID CEGAH shall:
  Pre-production:

•    Consult with KemenPANRB, KSP, and ORI in brainstorming the video concept that aims to introduce LAPOR! mobile apps and provide tutorial on how to use the application
•   Develop the overall video concept to be presented to KemenPANRB, KSP, and ORI
•   Based on the agreed concept, develop the storyboard for KemenPANRB, KSP and ORI’s approval
•   Based on the approved storyboard, prepare and finalize the script for the promotional video
Production:

       •   Perform appropriate video filming, interview, and/or develop animation and infographics

Post-production:

•   Edit the video stock, including to provide additional voice recording and typography
•   Present the initial promotional video to USAID CEGAH, KemenPANRB, KSP and ORI
•    Finalize the promotional video by incorporating the comment and feedback from USAID CEGAH, KemenPANRB, KSP and ORI
•    Submit final version of the promotional video in HD format, as well as appropriate format for website, social media, and YouTube purposes.
Key Deliverables:

   The vendor would be expected to deliver the following:

•   A storyboard of LAPOR! promotional video, approved by KemenPANRB, KSP, and ORI
•    One LAPOR! mobile application promotional video (approximately 2-3 minutes in length), to introduce LAPOR! mobile apps and provide tutorial on how to use the application. The video shall be produced in high definition (HD) format and other appropriate format for website and social media purposes
