Research & Data Analysis Consultant - PRISMA

1.    Background of the Program and Intervention
The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth.

PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.

1.1 Sector Background
Nusa Tenggara Barat (NTB) is among the top 10 maize producing provinces. It accounts for 6.8% of maize production in Indonesia with 2 million tonnes in 2018. In comparison, East Java, the leading maize producer, contributes more than 21% of national production. Although the contribution is small, maize cultivation in NTB has rapidly increased by more than 200% since 2013. This was driven by significant increases in the harvested area for maize (from 110 thousand ha in 2013 to 300 thousand ha in 2018). The provincial government places high priority on increasing maize production, and it estimates that there are 109,000 households (HH) involved cultivating maize – maize is a major secondary crop in NTB – 33.2% of which sees cultivating secondary crop as main source of income. With Poverty Probability Index (PPI) of 60%, it is estimated that there are 65,000 poor maize farmers HH in NTB.

2.    Purpose of the Assignment
The overall objective of this assignment is to conduct research and data analysis with the goal of discovering useful data and information and reliable data analysis to support PRISMA teams in developing intervention ideas for maize commodity and other PRISMA’s sectors in NTB.

Specific assignment then become, but not limited, to –

1)    Establish a baseline for farming practices among maize farmers in NTB and map out key behavioural and non-behavioural determinants that influence these practices. Farming practice in Lombok and Sumbawa island is quite different. Through this study, PRISMA aims to capture the current cultivation practices of maize farmers in both islands and the key determinants of these practices. Specific information under this objective may entail, farmers segmentation, farmers demography, topography and land condition, years of planting maize, land size, farming cost structure, agriculture inputs, cultivation techniques, post-harvest techniques, selling practice, decision making role in the household, and socio-eco-cultural traits related to maize cultivation.

2)    Identify key factors that influence maize farmers’ decision making on key agriculture inputs, particularly seed, fertilizer, crop protection, and water. PRISMA aims to get better understanding on supply and demand gap of input products, acceptable price range, farmers preference towards specific seed varieties and brands, and how farmers decide on buying and using certain products. It is worth to understand the key utilities that farmers sought from input products.

3)    Identify pain point of maize farmers with regards to maize farming activities (from production to selling) and their willingness to adopt innovations. There are many aspects beyond farming inputs that influence farmers’ decision towards adopting certain farming behaviour and selecting maize buyers. PRISMA aims to identify opportunities to introduce innovations in mechanization, irrigation services, financing products, and Information and Communication Technologies (ICT) to maize farmers in NTB.

3.    Roles and Responsibilities
Under the direction of PRISMA’s Maize Sector Business Consultants and Result Measurement Focal, consultant is expected to deliver areas of work as outlined below:

· Attend a briefing session with PRISMA to discuss PRISMA’s ongoing work in NTB, review key documents i.e., FGD report, impact assessment, and understand the study outcomes further;

· Finalize research design and methodology;

· Finalize questionnaire and data entry template;

· Develop enumerator guidelines;

· Conduct briefing to enumerators, testing the questionnaire, supervise and monitor the data collection and data entry process;

· Conduct interview in the field, when there is information gap to be confirmed in the existing documents and data;

· Conduct data analysis: cleaning, transforming, and modelling data;

· Produce and present analysis results and its report

Keys Selection Criteria

The consultant must have:

a.     Minimum master’s degree in economics, data analytics, business, marketing, statistics or other related discipline;

b.     At least 5 years’ experience in market research/assessment;

c.     Ability to conduct both qualitative quantitative researches;

d.     A strong record in conducting data analysis using Ms. Excel and other relevant programs;

e.     A strong record in producing professional, informative, and well-structured report using Ms. Power Point in English;

f.      Ability to work independently and as a member of a team;

g.     Liaising with multi stakeholders;

h.     Has basic understanding in agriculture and/or rural area is preferred;

i.      Willing to travel to rural area.

4.    Functional Relationships
This position reports to the PRISMA Maize NTB sector team and RML focal.

5.    Indicative Timeline
The total input for this assignment is up to 21 days between 19 August 2019 to 27 September 2019

•      The consultant work will be done on weekdays and has off during the weekends and national holidays. In excep­­tional cases the consultant may have to work during the weekends as well.

•      The work will be done at home with planned travel requirements to Surabaya and NTB.

•      Travels to field will be conducted in accordance to PRISMA travel policies for staff..

6.    Deliverables
The deliverables of this assignment will be as follows:



1.     Approved final questionnaire, data entry template, and enumerator guideline sumbitted
23 August 2019

2.     Cleaned data set (Ms. Excel) and approved final presentation of data analysis (Ms.. Power Point) sumbitted
27 September 2019
