I.        Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts in an attempt to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, as well as building effective partnerships with civil society and other relevant actors. 

With the support from the European Union (EU), UN Women is implementing a three-year programme WeEmpower-Asia that will work with the private sector in the region to expand economic participation and business opportunities for women in seven Asian countries: China, India, Indonesia, Malaysia, Philippines, Thailand and Viet Nam. The programme will promote dialogue and networking among women's groups and the public and private sector to enable a business environment that empowers women; provide skills training and strengthen services for female entrepreneurs to engage with businesses, policy-makers, and decision-makers; and support companies to adopt the Women's Empowerment Principles (WEP principles).

This program is currently in the inception phase. Because of that, UN Women intends to hire a qualified consultant to work with the WeEmpower Programme team in Indonesia to conduct and document the inception phase of the program in Indonesia. The purpose of conducting the inception phase is to examine the programme in terms of relevance the current country context, to obtain inputs from national stakeholders on priority areas of action, and to refine and agree on country work plans.

II.       Roles and Responsibilities

The Consultant will work under the direct supervision of the Country Programme Manager of WeEmpower Asia Indonesia, to ensure achievements of following tasks and deliverables:

·         Develop an inception plan that includes approach, list of stakeholders to be engaged, and timeline.

·         Conduct a desk review, relevant studies, and reports, referenced national policies, and strategies on women’s economic empowerment with particular focus on access to finance and resources for women, policies/strategies for capacity building of women entrepreneurs and SMEs, and analyzing barriers to women’s economic empowerment in Indonesia.

·         Identify good practices of corporate HR policies (e.g. work-life balance, parental leave, career development) by local and international firms, as well as policies related to corporate social responsibilities that have the clear component of shared value between business interest and social impact. 

Mapping of existing training, capacity building needs and networking that support women’s entrepreneurs in Indonesia including the capacity building needs from companies side to support WEE/implement WEPs.
Mapping of the strategic partners and identifying the priority sectors for women’s economic empowerment in Indonesia, building on the regional study conducted by the Regional Office.
·         Develop an inception report document based in the above tasks, the report should include the following components:

·         Analysis of the policies and strategies on women’s economic empowerment with particular focus on access to finance and resources for women, policies/strategies for capacity building of women entrepreneurs and SMEs, and analyzing barriers to women’s economic empowerment in Indonesia.

·         Identification of good practices of corporate HR policies (e.g. work-life balance, parental leave, career development) by local and international firms, as well as policies related to corporate social responsibilities that have the clear component of shared value between business interest and social impact

·         Identification of training, capacity building needs and networking that support women’s entrepreneurs in Indonesia including the capacity building needs from companies side to implement to support WEE/implement WEPs.

·         Identification of the strategic partners and identifying the priority sectors for women’s economic empowerment in Indonesia.

·         Recommendations on approaches and strategies for implementation of the UN Women’s Program, including for refinement of the country work plan following the analysis on the above-mentioned points.

III.    Key Expected Outputs and Timelines

IV.    Duration of Assignment and Duty Station:

The consultancy will cover the period of 2 September 2019 until 31 October 2019. The consultant will be home-based and with regular contact with the UN Women Indonesia Country Office.

V.      Required Qualifications

Master’s degree in human rights, gender, economy, business, international relations, international development, other social science fields is required.

Bachelor’s university degree in combination with two additional years of qualifying experience may be accepted in lieu of the master’s degree.

§  At least 5 years of progressively responsible experience on women’s economic empowerment, business development, economic livelihood, women’s rights and gender equality.

§  Demonstrated experience developing and writing analyses, needs assessments, and inception reports on development.

Experience working with, and building partnerships with governments, private sector, and civil society, including women’s groups, organizations at the national level and in the field

Excellent command of English (verbal and written)

VI.    Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

§  Technical Qualification (100 points) weight; [70%]

§  Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed before any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

Technical Evaluation Criteria

A)      Education

Master’s degree in human rights, gender, economy, business, international relations, international development, other social science fields is required. 15%

B)      Experience

At least 5 years of progressively responsible experience on women’s economic empowerment, business development, economic livelihood, women’s rights and gender equality. 20 %

C)      Experience working with, and building partnerships with governments, private sector, and civil society, including women’s groups, organizations at the national level and in the field. 25%

D)     Demonstrated experience developing and writing analyses, needs assessments, and inception reports on development. 25%

E)      Language and report writing skills

         Excellent command of English. 15 %

Total Obtainable Score

100 %


Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Please ensure that a competitive financial proposal is submitted as it will be evaluated cumulatively with the technical proposal, outlining a detailed work plan and approach to produce the key deliverables for this consultancy assignment. The financial proposal itself will be weighed at 20%. Domestic travel to Java will be arranged by UN Women, as per UN Women rules and regulations.
