Lowongan Adolescent Health and Nutrition Officer OPS – Jakarta, Jakarta

Overall Purpose/Broad Function:

NI is currently implementing an Adolescent Health and Nutrition (AHN) project with a focus on adolescents key role in preventing anaemia among young people in 2 selected provinces, i.e. East Java and East Nusa Tenggara, Indonesia with support from the Department of Foreign Affairs and Trade, Australia (DFAT).

In order to manage the ongoing AHN project with Government and other stakeholders, NI proposed to hire an Adolescent Health and Nutrition Officer, who will be  based out of Nutrition International's Jakarta office.

Key Duties and Responsibilities:

Under the guidance and supervision of the Country Director, NI Indonesia, the specific tasks of the Adolescent and Nutrition Officer will include:

Project Implementation:

Lead project implementation in East Java and East Nusa Tengarra as per the agreed workplan and timeline.
Prepare Terms of Reference (TORs) for project activities and coordinate reviews with NI Asia Regional Office.
Be responsible for coordination and liason with key players at national and provincial levels for implementation of project activities as per the agreed project workplan.
Maintain regular communication with the donor agency, DFAT's Jakarta office.
Ensure development and submission of regular reports to DFAT.
Laisoning and Advocacy:

Work closely with the national, provincial and district government and key stakeholders (including but not limited to DFAT, Australian Funding Agency including donor programs such as KOMPAK, UNICEF, UN, International NGOs, Universities, private sectors and relevant tasks forces or committees) to advocate for prevention of anaemia among young people.
Support the Government program of UKS (Unit Kesehatan Sekolah) through initiatives that may include, formation of a task force, policy formulation including development of specific guidelines, act as a resource person etc. for WIFA (Weekly Iron Folic Acid) supplementation programs.
Participate in the central, provincial government task force and informal working groups on Weekly Iron and Folic Acid (WIFA) supplementation programs.
Facilitate and support the advocacy meetings/activities and organize technical or programmatic workshops at the district, provincial and central levels.
Ensure documentation of best practices, and lead and participate in presenting relevant project information, data and case studies at national and international fora.
Capacity Building:

Assist and support to build capacity of health system functionaries at central, provincial and district levels, particularly those who work for UKS (Ministry of health, Ministry of Education, Ministry of Religious etc).
Participate in district level reviews to facilitate problem solving and problem seeking
Support Field Implementation:

Provide technical support and guidance to provincial coordinators and supervise their work.
Support an independent agency to conduct the evaluation survey.
Support BCI Interventions:

Support BCI Interventions and appropriate BCI strategy for creating awareness.
Monitoring and Reporting:

Establishing and streamline the use of Quality Reporting System (QRS) for improved reporting on coverage and stocks for IFA (Iron and Folic Acid) tablets..
Build capacity of health staff on the use of QEA for WIFA program in rolling up data from sub-district to district level to national levels.
Streamline monitoring for IFA Programs.
Monitor all components of IFA supplementation programs at the provincial and district levels and identify gaps and areas of support.
Undertake field visits including guiding field implementation.
Compile and analyse monthly reports and share with NI Country Director.
Build capacity at provincial levels to analyse monitoring data and take corrective actions.
Ensure collaboration and co-ordination with other NI programs in Indonesia.
Others:

Undertake travel to the selected provinces and districts and attend national level activities as required .
Support recruitment of provincial and district coordinators in consultation with Country Director,  NI.
Any other relevant tasks, as required for effective implementation of the project.
Supervisory Responsibilities:

About Two consultants at provincial level.
Education/Professional Designations/Experience:

A Masters degree in any of the following disciplines; Public Health, Nutrition, Medicine, Health Systems Management, International Development and/or a related filed including Medical Degree.
A good understanding of human nutrition especially the role of micronutrients.
Experience working with Youth and Adolescent activities.
Experience in working with or within Public Health Systems.
Good knowledge of government policies and programs to address nutrition in Indonesia.
Ten years experience working for at least 2 of the following kinds of organizations: National and District Governments, NGOs, Community Groups, Donors, UN Agencies (preferably a combination of experience in at least two of these).
Experience in result based management.
Language Skills:

In addition to Bahasa, fluency in English (Reading, Writing & Oratory skills) is a prerequisite.
 Travel Requirements:

Frequent travel within Indonesia, occasional travel within the region.
Other Specific Skills:

Ability to manage and coordinate complex multi-partner programs.
Ability to effectively communicate, network and negotiate with a diverse range of stakeholders, especially national and State Governments to achieve program objectives.
Strong Program Management Skills.
Ability to work as a part of a team and independently.
Ability to think innovatively.
Strong communication and presentational skills (oral and written).
Ability to effectively represent NI and the programs in various for a.
Good computer skills, including MS Office programs.
