West Papua Senior Director Program

After more than a decade of highly successful investment in the Bird’s Head Seascape (BHS) marine conservation initiative, CI-I has now entered a new phase of conservation engagement in West Papua. In this new phase, CI-I’s program will be more holistic that implements ridge to reef conservation approaches (integrated landscape and seascape) in the entire Province of West Papua, and very much aligned to support the implementation of the West Papua Conservation Province. In the seascape program, responsibility for the direct management of the BHS MPA network has been largely transferred to local governmental and NGO partners, while funding for the MPAs is now derived largely from a combination of governmental allocations, tourism user fees and the Blue Abadi trust fund.. CI-I still has a critical role to play in terms of mentoring and providing technical assistance to our government, NGO and community partners for the existing MPA network, and also starting to also embark for improved management of new MPAs, Blue Carbon and fisheries programs. While for the Landscape program, CI-I will be assisting the Government to implement the Conservation Province policies, including technical supports for improved management of forest management units, social forestry, REDD+, and innovative financing such as ecological transfer mechanism and innovative nature based solution.

The Senior Director of CI’s West Papua Program is responsible for providing overall leadership to CI-I’s works in West Papua Province. This leadership includes: i.. providing strategic direction and vision for the integrated landscape-seascape program in West Papua; ii. supervision, management and delegation of staff and of administrative tasks, including financial management; iii. supporting Vice President and Senior Advisor in providing overall strategic direction to CI-I’s overall Program.

The appointee will be expected to liaise closely with other CI-I senior management as well as APFD management and relevant HQ divisions in engaging with potential donors to new programs. He/she is expected to be closely engage with Government of West Papua, and other partners and demonstrating a “trusted advisor” role for an effective startegy in conservation and sustainable development.

The Senior Director of West Papua Program will report to the Vice President of CI-Indonesia, and will maintain close coordination with the Senior Advisor, as well as other Directors of CI-Indonesia and the APFD Vice President. S/he will directly supervise the Director of Bird’s Seascape Programs, Director/senior Manager of Green/Blue Economy, West Papua Policy Advisor, Landscape/Forestry Program Leader, and West Papua Communications Manager.

KEY RESPONSIBILITIES:

Provide leadership and management of integrated landscape-seascape (ridge to reef) conservation approach in West Papua Program that meet CI and donor standards of quality;
Strategic direction, and technical guidance as required.

Maintenance and development of partnerships
Provide oversight, direction and hands-on or delegation of management of funding arrangements, relationships and reporting requirements to donors; Ensure program financial sustainability by securing program funding. Regularly partner with CI and HQ staff on funding proposals and regional/global fundraising efforts.
Foster and facilitate strong engagement and relationships with Provincial and Kabupaten governments, and other partners
Engage strongly with all CI-I Country program leadership to foster strong collaborations and coordination and integration across programs/projects and initiatives, this include manage strategic engagement and communication with stakeholders (government agencies, private sector, and multi-donors).
Provide direction and assume responsibility to ensure that all staff meet organization values and obligations in both project implementation and daily operations, and that M&E, communication and gender mainstreaming related activities comply with donor requirements.
Support the team in project implementation, ensuring that desired outputs are delivered and outcomes are achieved within the appropriate level of quality, on time and within budget, in accordance with the program/project plan.
ADDITIONAL RESPONSIBILITIES

Hold conferences and learning events to share CI’s expertise, best practices and amplify success with key audiences.
Continuously cultivate and engage stakeholders including donors, government and NGOs, technical colleagues and other partners critical to program success.
Continuously represent the organization externally. Serve as a trusted and visible point of contact for CI.
PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

Manage the program’s budget and finances.
Manage public or private funds; ensure compliance with donor requirements and CI policies.
Familiar with the requirements of donor agreements and CI’s donor related policies and procedures.
QUALIFICATIONS:
Education, experience and skills;

Min. Master’s degree in environmental management, forestry-marine/coastal management policies, Green Economy/climate change, and sustainable development.
At least 10 years’ experience in environmental management or similar role, preferably in Papua /West Papua, and or Indonesia.
Ability to deftly manage projects with strong critical thinking and creative problem-solving skills and balance attention to detail with big-picture thinking.
A record of success partnering with, and influencing, key stakeholders and successfully raising funds.
Computer literacy in Microsoft Word, Excel, PowerPoint, email and internet applications
Demonstrated competency in field team management and multi stakeholder facilitation
Demonstrated ability to manage complex projects or initiatives involving multiple internal and external stakeholders.
Direct hands-on experience in project management (e.g. planning, budgeting) and grant
Excellent communication/interpersonal and conflict resolution skills; solution orientation.
Knowledge and experience in working with broad range of local stakeholders, including local government, local NGOs, customary leaders, coastal communities, etc.
Professional fluency in English and Bahasa Indonesia in both writing and speaking.
Proven ability to multitask and meet priorities. Adept at working in a fast-paced environment with changing priorities with limited supervision.
Senior-level program or project management experience, preferably in the global conservation, NGO, advocacy or related for-profit arena.
ADDITIONAL QUALIFICATIONS

Postgraduate (Master’s or Doctoral) degree in environmental management, forestry- marine policy and/or capacity building programs in Indonesia/Papua
Ability to engage with high level officials, and partners and donors
Strong understanding of NGO working style and philosophy
Familiarity with corporate collaboration tools, such as meeting tools (e.g. Skype for business; shared file storage; intranet usage, etc.).
Strong knowledge/understanding of local cultural setting in Papua
WORKING CONDITIONS

Local and/or international travel of 30% or more, often in difficult travel conditions.
Ability to work in remote locations or under difficult working conditions.
