Yayasan Fondasi Hidup (FH Indonesia) is an independent non-governmental organization based in Medan, North Sumatera and operates in North Sumatera Province, the Mentawai Islands, West Sumatera Province, and Palu, Centre of Sulawesi Province. FH Indonesia started working in Indonesia after the December 2004 tsunami killed 283,000 people. FH Indonesia worked with devastated communities to help them rebuild their lives and homes. In 2011, FH began a long-term development work and currently we are working to address all forms of human poverty, visible and invisible through livelihood, education, health, and disaster risk reduction sectors.

We are currently seeking to fill the following position:

Position            : Education Officer–  1 (One) Position

Location           : Medan, Indonesia

Report to          : Program Manager

Salary Range   : IDR 5,000,000 – IDR 6,000,000


Position Purpose

The purpose of education program of the FH Indonesia is to improve well-being of children and adolescents through effective design and implementation of early child interventions in the first nine years of life that will bring holistic development and cognitive gains for lifelong success. FH will intervene in partnership with community actors to set up sustainable models for improving and maximizing student performance for children.

The Education Officer (EO) is expected to play a fundamental role in designing and implementing the overall education program strategy. This position also serves in contextualization of program materials, provides technical guidance to program team, and budget development.

To accomplish these responsibilities, the EO works closely with all parties involved in program design, planning, and implementation including: global program team, regional sector team, project manager, team leaders/coordinators, and field staff. EO also must actively participate in virtual technical meeting organized at regional and global level.

Responsibilities:

Key Result #1 – Effective technical project design, planning, implementation and further development

1.      Design and implementation of education strategy including contextualization development and contextualization of intervention materials (e.g. cascade group modules, child stimulation materials and first language books, teacher training materials), prepare concept note, ToR, proposals, and budget of education sector in logical frame;

2.    Development of project design and annual operation plans (DIPs, annual budget, target, etc);

3.    Ensure budgetary utilization is within acceptable limits/range;

Together with the program learning unit, design and conduct education study/assessment for project design and monitor progress;
Communicate closely with the program team, technical agencies, communities, and community leaders in planning and implementation of education projects;
Support the overall program strategy and development, provide technical input and guidance to the management and team leaders/coordinators on potential interventions, stakeholder involvement, opportunities, and limitations.;
Further develop the education program through new project development to accelerate toward community graduation.

Key Result #2 – Excellence technical capacity of the team leaders/coordinators to provide comprehensive support to the communities.

1.    Continuously build self-capacity with the FH Indonesia implementation model and education program methods for better understanding and alignment with the overall program strategy;

2.    Identify capacity building needs for education program implementation, and develop and deliver training program for staff;

3.    Provide consultation and undertake frequent field visits to project sites to ensure that the activities are carried out in accordance to work plan and technical requirements;

4.    Identification, outreach and relationship building with stakeholders critical to program objectives;

5.    Be available for consultation and trouble‑shooting in difficult program problems in the field;

6.    Search, collect and share new approaches and materials relevant to education program in order to keep FH on a competitive level within the development and relief partnership.


Key Result #3 – Quality Assurance: Monitoring, Reporting and Documentation.

1.    Responsible for project assessment, planning, implementation, monitoring and evaluation, documentation and dissemination of promising practices;

2.    Ensure that participatory monthly data collection are conducted (involving communities and partners) using standardized tools;

3.    Generate and share high quality and timely routine project management reports (monthly, quarterly, semi-annually, and annually) as per donor requirement.

4.    Coordinate all administrative related details and ensure education program information is updated in WL3 including but not limited to project details, beneficiaries’ information, activities report, stories from communities.

5.    Obtain, manage and monitor feedback from the communities and field team for use in strategy development and performance improvement; synthesize feedback for submission to the Program Manager and use in evaluation and reports;

6.    Ensure that project activity, and outputs are implemented in a timely manner including ensure the resources allocation from procurement to the distribution of materials and equipment are timely and according to procedures;

7.    Supervise and monitor project interventions in strict adherence to donor agreements, government regulations and other agreed standards;

8.    Represent FH Indonesia in education sector meeting and attend training as assigned by the supervisor.

Ability to design and deliver assessment, focus group discussion, survey, and various training;
Ability to learn quickly, self-starter, continually improve, and solve problem;
Ability to report project activities in statistics and narratives.
·         Ability to read, analyze, and interpret technical document and training manual, or government regulations.

·         Ability to write reports, business correspondence, and procedure manuals.

·         Ability to effectively present information and respond to questions from program team, group of managers, government officials, community leaders, and the general communities.

·         High integrity and a strong sense of professional ethics;

This position require ability to travel extensively to the field. In average, travel will be 40% of the time;
This position also require ability to travel internationally.

Education and Experience:

Bachelor’s degree (B. A.) from four-year college or university in education sector, community development, and social studies.
·         Must have five years related experience; or equivalent combination of education and experience.

Supervisor Responsibilities:

This position does not have direct supervisory responsibilities. However, from time to time, EO will be responsible in interviewing, hiring, and training staff and volunteers; planning, assigning, and directing work related to education projects; appraising performance; addressing complaints; resolving problems, etc.

Accountabilities:

Effectively and efficiently manages all resources entrusted for work purposes;
Maintains an attitude and behavior in accordance with FH values and principles;
Complies to all policies of FH.
