The William & Lily Foundation is currently looking for the best fit for the following position:

 Position title:Monitoring, Evaluation, Reporting & Learning (MERL) Manager

 Purpose:To lead and implement the Foundation’s MERL system by providing technical oversight and direction on all MERL needs

About The William & Lily Foundation (WLF):

WLF is an Indonesian-based philanthropic foundation established in 2009 as an outgrow of the philanthropic legacy of William and Lily Soeryadjaya. As an active grant-making foundation, WLF works closely with implementation partners on three focus areas: education, healthcare and economic empowerment. WLF is committed to impactful and responsible interventions focused on building capacity in its efforts to empower marginalized communities across Indonesia.Although the scope of WLF’s activities is countrywide, its current geographical focus is on eastern Indonesia.

Location: The MERL Manager will be based in the Foundation office in Jakarta.. However, he/she will be required to travel for project monitoring and other needs (roughly 4-6 times a year), which may be as far as eastern Indonesia..

Key Responsibilities:

Internal

- Lead the development of WLF’s MERL framework and strategic plan at organizational level,including but not limited to development  of WLF’s TOC, program logic, impact measurement and data analysis
- Provide technical support during program design and development process with a focus on ensuring feasibility and comprehensiveness of MERL strategy and data collection process
- Support and direct WLF field team in planning and conducting monitoring and evaluation activities for programs, as well as capacity building when necessary
-  Implement a learning system designed to identify, capture, and document best practices and lessons learned to ensure timely dissemination of information and a functioning feedback loop  
-  Prepare quarterly internal reports, including an analysis of data and contribute towards regular reporting to various stakeholders
-   Workc losely with WLF team to ensure documents are filed and archived appropriately
-  Foster an organizational culture of learning internally and externally
- Other tasks assigned

External

- Support grantee son developing MERL strategy at the program level to ensure that robust and comprehensive MERL plans are in place and are implemented for all programs/projects, as well as alignment with WLF’s own MERL strategy and impact measurement
- Provide technical support to grantees on various MERL processes including but not limited to validating TOC, logical frameworks and results frameworks
- Provide technical support to grantees on designing assessment tools (baseline, midterm,end-line and final evaluation)

Candidate Profile &Qualifications:

Required:

-  Bachelor’s degree minimum in a relevant field
- Minimum of 5 years of relevant experience in developing and/or implementing MERL strategies
- Passionate about improving Indonesia and excited about WLF's desire to help marginalized communities through education, healthcare and economic empowerment
-  Fluent in Bahasa Indonesia and English (reading, writing, speaking, and especially ability to understand research reports and articles in both languages)
-  Excellent analytical &critical thinking skills as well as a strong initiative

- Experience in quantitative and qualitative methodologies and research techniques
-  Ability to prepare written reports as well as digital presentations effectively
-   Proficiency in technical and computer skills, including Microsoft Office tools (Word, Excel, PowerPoint)

Preferred:

- ·        Master’s degree in related field
- ·        Undergone training courses or seminars on MERL specifically
- ·        Data management and website management skills
- ·        Experience in conducting MERL with a small team
- ·        Ability to maintain a sense of humor under pressure
