Background

The United Cities and Local Governments (UCLG) is a worldwide association of local governments and the officially recognised voice of local governments by the United Nations. UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. UCLG is an amalgamation of International Union of Local Authorities (IULA), United Towns Organisation (UTO), and World Association of the Major Metropolises (METROPOLIS) set up in Ghent (Belgium) in 1913, in Aix-les-Bains (France) in 1957 and in Paris (France) in 1985, respectively. 

 Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.. UCLG ASPAC’s Secretariat is based in Jakarta, Indonesia. UCLG ASPAC is the largest regional section of UCLG. It has linkages to more than 7,000 cities and local governments and represents well over 3.76 billion people - more than half of the world population - and incorporates economically fast developing countries such as China, India, and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development.

In the wider context, UCLG ASPAC works closely with cities and partner organisations, to promote various aspects of people’s well-being including on: local economic development, public space, disaster risk reduction, SDGs localisation and overall urban development. Furthermore, UCLG ASPAC serves as official secretariat or focal point of regional mechanisms such as the ASEAN Mayors Forum (AMF), the Asia-Pacific Local Governments (APLG), and the Global Covenant of Mayors for Climate & Energy for Southeast Asia (GCoM SEA).

Further in 2017, UCLG ASPAC Executive Bureau decided to establish a Committee on Belt and Road Local Cooperation (BRLC) and the 21st Century Maritime Cooperation, an effort led by Hangzhou City and Fuzhou City, respectively. Both Committees aim to foster local-level cooperation among UCLG ASPAC members and beyond through various forms of activities in order to achieve sustainable development outcomes within the Belt and Road Initiative (BRI). Under this framework, UCLG ASPAC has initiated a Belt & Silk Road online information as a knowledge-sharing platform under the domain name: www.beltnsilkroad.com. This has been developed to provide regular updates and analysis on urban-related matters, with a particular focus on the investments and development projects that take place under the Belt and Road Initiative (BRI). This on-line web portal was launched in Yiwu last May.

UCLG ASPAC is recruiting a Partnership Management Consultant for an initial period of three (3) months to support UCLG ASPAC’s development and promotion of the Belt & Silk Road initiative especially the online platform. The post assigned is to support the overall implementation of this activity, under the Division of Communications and Member Services. 


Key Duties

To lead the promotion of UCLG ASPAC’s Belt & Silk Road online platform, by working closely with the activity’s contractor and partners to ensure high-quality contents, designs and timely updates of the website: www.beltnsilkroad.com as well as its related social media platforms.
To develop a Strategy and Action Plan for partnership engagement, in order to maximise the benefits of the online platform as well as mobilise resources to sustain the development and promotion of the BRI activities, including the web portal.
To implement all activities related to the website’s marketing and sponsorship. The tasks include, but not limited to, identification of potential partners/sponsors, development of sponsorship packages, communications/meetings with potential partners, and implementation of all administrative requirements.
To identify venues and opportunities to promote the webportal, including during all UCLG ASPAC’s statutory meetings and other related activities, and work with contractor and all relevant partners to prepare for the web’s presentation.
To provide a bi-monthly analytical report on the web portal and identify areas for improvement, with the aim of widening access to audiences as well as potential partners/sponsors.

Qualifications:

Education: 
University degree in online social media marketing, international relations communications, social science, sustainable development, and/or other related fields.

Experience:
Minimum 5 (five) years of professional experience in online marketing, communications, international relations, and other related fields;
Experience in working with local governments, international organisations and private sector, particularly in fostering multi-stakeholder partnership and collaboration;
Development of communications and visibility contents especially sustainable and urban development;

Language: Fluency in written and spoken in English and Bahasa Indonesia.
Computer skills: Proficiency in MS Office, database system, website, twitter, and programming.
Other skills and competency:
Strong knowledge of international development and the use of online platforms for information and knowledge sharing;
Business-minded and ability to discuss partnership opportunities with various institutions;
Demonstrated ability to manage multiple tasks and deliver outputs within specified/short time frames;
Strong analytical, communications, interpersonal and drafting skills;
Demonstrated detail orientation, proactive attention to outcomes and expectations, and ability to understand and effectively use information and data;
Experienced in international cooperation development projects;
Willing to travel during the project’s implementation when required;
 Ability to work in a team and individual.

Supporting Team

S/he will be directly supervised by the Head of Division of Communications and Member Services and Secretary-General of UCLG ASPAC
