Background Information
About Red Nose Foundation
The Red Nose Foundation (RNF) is a non-profit arts and education outreach organization established in 2008. To attract young people, RNF uses arts and Social Circus, the latter being a unique way to help at-risk children and youth develop and learn determination, self-discipline, communication, self-reliance, and confidence in own strengths and capacities to accomplish their future dreams. Traditionally, the RNF runs three major programs for children and young people:
1) An Arts and Education Outreach Program using visual arts and music to teach science and math in line with the national curriculum, as well as classes in English, basic literacy, tutoring, equivalency exam preparation,
2) The Formal Education Support System Program offering full and partial scholarships for children in grades 1-12; and,
3) The Performance Troupe, a Social Circus program.

Funded by EMpower, the RNF piloted a new program named the Literacy and Numeracy, Job Readiness and Vocational Training, and the Accelerated Learning Programme (ALP). The program is run out of the Community Centre in Cilincing, a poor fishermen community in North Jakarta. The main objective is to increase educational outcomes as well as employability and life skills, and access to decent employment for disadvantaged and underprivileged young people living in high poverty pockets in Jakarta, Indonesia to ease their transition to adulthood in a globalized setting. The program aims to provide students with knowledge about literacy and numeracy, and to prepares young generation for their job readiness by providing them the needed skills, practical knowledge and effective work habits to succeed in their future workforce.
The first course is Literacy and Numeracy training, which targets youths aged 8-14 years old. The second course is Job Readniness which trains youths aged 15-18 years old, in Curriculum Vitae (CV) writing, career planning and interview skills.
In addition, the third course is Vocational training that provided to train youths aged 18 to 24 years old, who have dropped out of school to work in hospitality (food and beverage). This program is split into 3 months in-house training and on average a a 4-month full-time internship in a hotel or restaurant (the internship period varies from 3 to 6 months). During the internship the Red Nose Foundation provides a stipend to the students (spent on food, transport, necessities, etc.), and also finds and pays for lodging nearby the internship location, where the students will live so that they do not have to travel long distances.
The ALP program is to enable young people aged 18-24 years, and high school dropouts, to gain a diploma, which gives access to vocational training and improved probability to get a better job.
Duties and Responsibility
Main Objective
The consultant will be contracted to develop a comprehensive M&E framework and implementation plan to be used for assessing and understanding the progress outputs and outcomes of the 4 programmes mentioned above including their impact and interdependence on RNF’s other programmatic arts and sports components.
The consultant will provide a roadmap to monitor and evaluate RNF’s programmes to support the educational and personal development of children living in underprivileged circumstances, and to promote youth empowerment through arts whilst assisting them to become positive contributors to society.
Scope of Work
M&E Consultant will perform the following tasks:
Develop Its Monitoring and Evaluation Framework and Plan
Review project documents, including existing Monitoring and Evaluation plan, work plan and budget, and existing monitoring tools.
Develop a comprehensive M&E framework and road map for implementation of the M&E plan.
The framework should outline performance indicators (output and outcomes) with clear definitions, milestones, SMART indicators, and data collection strategies, and frequency of collection.
It should include methodologies for measuring these and who is responsible for collection. It should also clearly demonstrate how the outlined impacts will be measured and how evidence for the evaluations will be generated.
Systematic disaggregation of data including by sex and age will be important throughout.
Views from intended beneficiaries should be sought and fed into the evaluation.
The framework should take into consideration RNF’s general/overall M&E systems (for other RNF programmes/M&E system for the organization as a whole) and how it can fit into the general M&E plan of the organisation.
Develop M&E guidelines, tools and relevant reporting templates in consultation with programme staff. (see below ‘Deliverables’)
Assist RNF in using the M&E framework by training staff in using guidelines tools, collecting and analyzing data, using reporting templates and writing of M&E reports. (Details below)
Develop Recording and Reporting Forms and Formats for RNF
Develop/Modify RNF recording and reporting templates and formats;
Test/modify/and finalise RNF recoding and reporting forms and formats
Capacity Building of RNF Staff on Monitoring and Evaluation
Conduct M&E needs assessment among RNF staff and identify M&E capacity gaps;
Organize capacity building training to RNF staff to minimize M&E capacity gaps;
Provide on the job training and assist to RNF M&E staff to prepare/write periodic progress report;
Field Monitoring and Monitoring Report Writing
Organize on the job monitoring and report writing training for field staff
The consultant will report to RNF Programme Director and will regularly interact/communicate with RNF’s donor to share progress made in the development of the RNF M&E plan and framework.

Timeline
The duration of this consultancy will be 6 months. In Month 1, the consultant is expected to review RNF current M&E systems, meet with relevant stakeholders, and present a work plan to develop RNF M&E plan and framework for all the 4 programmes mentioned in the introduction.. During Month 2-6 the consultant is expected to develop and test the M&E plan, framework and related tools and templates, train relevant key RNF in using the M&E plan. See above section III. The key results will have an impact on effective monitoring and evaluation of the program for planning. This will help to design and implement evidence based feedback for program planning and policy formulation.

Qualifications
Education and experience
Bachelor or higher Degree in Economics, Development Studies, Business Administration, Public Management, or related fields;
Experience in NGOs would be an added advantage;
Sound knowledge in Indonesia's development planning process and development plans;
At least two (2) years of working experience in monitoring & evaluation consultancy, and qualitative & quantitative research.
At least five (5) years’ proven experience in monitoring and evaluation, results based management;
Excellent writing and analytical skill in drafting concept notes and reports; and
Experience working within the Development agencies preferably in government system;
Language requirements
Proficiency in spoken and written both Bahasa Indonesia and English.
Quality Assurance
The incumbent will work with Education team. S/he will also report to the Executive Director who will monitor the quality of deliverables. The payments will be made on number of working days on verifying the deliverables and approval by the Section Head.
