Initiative
Yayasan Nurani Luhur Masyarakat (YNLM) as local partner of NLM initiated the pilot project external evaluation as planned in the project plan in order to know the achievements of the project according to project plan.

Purpose of the evaluation
Assess the implementation of the pilot project and provide input and recommendations for the upcoming 5-year period.

Scope of the evaluation
The evaluation is a pilot project external evaluation for almost one year implementation related to activities since January 2019 to October 2019. The evaluation will be performed during the pilot project period as planned before in the pilot project document. It is the first evaluation of the project whereas the internal evaluation has been performed in the half year of the pilot project period..


Project presentation
YNLM as a local partner of NLM who implements almost one year mental health pilot project (January – December 2019).

The project is implemented in two areas. First, in one village named Helvetia Tengah (consists of 22 sub-villages) in Helvetia sub-district, Medan district of North Sumatera province. The village Helvetia Tengah has 67 people with mental disability, 27 women and 40 men. Helvetia Tengah consist of 9311 families. Second, The Mental Health Hospital, called Rumah Sakit Jiwa Prof. Dr. Muhammad Ildrem, is the only government-owned mental hospital in North Sumatra and it have a crucial role in treatment of people with mental disability. The Mental Health Hospital handled 1,682 inpatients ( 1276 male and 406 female) and 16,899 outpatients (11,609 male and 5,290 female) in 2018. The age of the patients treated, both inpatient and outpatient, vary from about 15 years to 45 years old patient a year. 116 inpatients were included in the rehabilitation program at the Mental Health Hospital in 2019, 12 of these patients came from the village Helvetia Tengah.  

The project goal is Dignity for people with mental disability in Medan.


The objective is Community mobilization and heightened awareness of mental disability and rehabilitation in Medan with three expected result for the Pilot Project:

1.      An overarching and long-term project collaboration plan with the Mental Health Hospital and the sub district of Helvetia has been developed in a participatory process.

2.      Cadres are mobilized and facilitate and/or collaborate in Community Based Rehabilitation.

3.      A day care activity for rehabilitation of patient has established at the Mental Health Hospital.


Questions to be answered
Relevance:

-          To what extent does the project meet population needs and country priorities, and to what extent is it consistent with donor policies ?

Sustainability:

-          What are the prospects for sustainability of the project activities?


Empowerment:

-          To what degree are cadres mobilized to empower people with mental disabilities and their families?

-          Assess the degree of empowerment achievement within civil society and good health using Digni’s Empowerment Assessment Tool.

Local ownership:

-          Have the stakeholders and the beneficiaries ownership to the project plans?

-          To what degree does the duty bearers take responsibility in the planning process to provide the rights of people with mental disabilities and heighten the awareness about mental disability in the community?

-          Assess the relations between the project and local partners.

Gender equality:

-          Have women and men equal opportunity to participate and benefit from the project, are there any differences between men and women regarding the actual participation in, and the benefits of, the project?

-          Have there been barriers to equal participation in the project for women and men?

Results:

-          What are the results of the project compared with the intention stated in the project document?

Efficiency and effectiveness:

-          Assess the cost-efficiency of the project implementation.

-          Assess the project management.

-          To what extent has the participatory techniques and CBR methods used functioned according to purpose?

Recommendations:

-          Provide input and recommendations for the upcoming 5-year period based on the findings.


Methods
To be determined in detail in dialogue with the consultant.

Quantitative data:

-          Measure what have been achieved in the pilot project, according to the indicators of the result.

Qualitative data:

-          Measure and explain what is evaluated through observation, interviews and FGD.

-          Empowerment Assessment Tool (EAT)

Sampling and limitations/delimitations
The evaluation will focus on the mental health cadres, people with mental disability, caregivers, duty bearers, and day care unit at mental hospital.

Expected product presentations
The evaluator will provide a written report in both English and Bahasa Indonesia. A brief evaluation presentation/workshop will be conducted for the project team and stakeholders to present the evaluation findings/recommendations.


The utilization of the evaluation findings
· Evaluation findings will be a lesson learned to implement a long term project plan.

· Stakeholders will learn the processes, progress, and achievements/impacts of the project and it will become the beneficial feedback to sustain the activities.

· The evaluation report will be sent to donor for accountability of projects.


Timeframe for evaluation and reporting
The evaluation will take place in the end of October or in the beginning of November 2019. The external consultant will review the project document in advance as independent work. The project will pay the external consultant two days for tools preparation and document review, and five days for analysis and reporting. The focus for the five days will be collecting data and present the result, which generally segregated into:

Day 1: Introduction and in-depth interview

Day 2: Participatory Evaluation through Focus Group Discussions and observation, in Helvetia Tengah.

Day 3: Participatory Evaluation through Focus Group Discussions and observation, at the Mental Health Hospital.

Day 4: Workshops with stakeholders

Day 5: Present the result

The final report of the evaluation will be provided in English and Bahasa Indonesia will be available and sent after the evaluation to the Development Section of NLM by the end of November 2019.

Required Qualification

· Several years of experiences conducting and leading qualitative researches/evaluations in non government organizations.

·     Understand the issue and have project experience in Mental Health.

·         Excellent knowledge and skills in qualitative methodology.

·         Excellent writing skills in English and Bahasa Indonesia.

·      Gender balance would be preferable for team (maximum two consultants)
