Title:  Consultant for Coordinating and Facilitating the National Multi-Stakeholder Platform on Food System

Duty Station:  Jakarta, Indonesia

Report to:  5 (five) months - October 2019 to February 2020

Duration:  PM Local Harvest and Regional Advocacy Officer SD4ALL

Background

At the end of 2017, Hivos and the European Union (EU) signed a grant agreement for SWITCH Asia - Local Harvest: Promoting Sustainable and Equitable Consumption and Local Food System in Indonesia. The project aimed at a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia which stimulated by increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers - including women and indigenous people - to penetrate markets; and a favorable policy environment for uptake of sustainable consumption and production (SCP) practices in the food sector. It will be implemented by Hivos and its partners: WWF Indonesia, ASPPUK, AMAN, NTFP-EP Indonesia.

One of the result areas of the program includes the support and adoption from national and local governments on policies and guidelines to promote SCP of green, healthy, fair and local food products.

Hivos has initiated the national multi stakeholder platform on food system in collaboration with BAPPENAS. This activity builds on Hivos existing multi-stakeholder ‘Food Lab’ approach, implemented throughout its Sustainable Diets for All program, in Bandung and Jember since 2017. The multi stakeholder platform consists of representatives from relevant government agencies, private sectors, academics, media, and CSOs. Through its series of workshops, the platform has produced a strategy paper on the Indonesia food system which will be handed over to the government as an input for developing / improving policies related to the food system in Indonesia.

Further, we plan to strengthen the multi stakeholder platform by institutionalizing/formalizing it as well as supporting an effective platform through improved relationships, coordination and collaboration among the members to be able to play a prominent role in providing recommendation for policy development and improvement related to the food system in Indonesia.

Objective

The objective of this assignment are:

1.   To coordinate and facilitate the multi stakeholder platform’s discussions/workshop on specific issues related to the role and governance of the platform.

2.   To facilitate the institutionalization and formalization process of the platform

3.   To facilitate the multi stakeholder platform’s discussions/workshop on specific issues related to the food system in Indonesia and sharpening the advocacy agenda and approaches.

4.   Documenting and disseminating learning from the process to BAPPENAS, Hivos and its consortium partners, member of the multi stakeholder platform and other relevant stakeholders -  highlighting good practices, outcomes, and challenges.

Scope of work

The consultant is expected to:

•     Coordinating and facilitating series of discussion/ workshops as explained in the objective of the assignment in coordination with Hivos, the Local Harvest consortium partners and BAPPENAS..

•     Establish a good relationships with the platform members and other relevant actors including international donor agencies. 

•     Narrative report on the process and lessons learnt from the institutionalization/formalization of the multi stakeholder platform, and   recommendations for follow up

Timeline

The consultant must be available to work from October 2019 to February 2020 with a maximum 22 working days.

Qualifications and Experiences:

We are seeking an Indonesian person (preferably based in Greater Jakarta area) with the following qualities:

•     Affinity for Hivos’ vision and mission and are driven by a strong motivation to contribute to real and lasting change.

•     Knowledge of and experience in the field of international development cooperation and excellent skills in lobby and advocacy

•     Thorough understanding of the Indonesia food system.

•     A minimum 5 years of working experience, in particular with lobby and advocacy, strategic communications and policy development.  Experience in facilitating the formalization of a multi stakeholder forum is preferred.

•     Strong communicator and facilitator in both English and Bahasa.

•     Innovative and flexible and able to work in a complex environment with multiple stakeholders and international partners..
