Background

As a global cooperative agreement, Human Resources for Health (HRH2030) supports USAID/Washington and field missions in strengthening human resources for health (HRH) across 42 priority countries to increase the accessibility, availability, acceptability, and quality of the health workforce needed to improve health outcomes and advance universal health coverage. HRH2030 is designed to 1) increase performance and productivity of the health workforce, 2) increase the number, skill mix, and competency of the health workforce, 3) strengthen HRH/HSS leadership and governance capacity and, 4) increase sustainability of investment in the health workforce. With Chemonics International as the prime implementing partner, HRH2030 consortium partners include: AIHA, Amref Health Africa, Open Development, Palladium, ThinkWell and URC.


Supporting a diverse population of more than 260 million people living across 17,000 islands, Indonesia must address its health workforce challenges – in terms of inadequate human resources for health (HRH) planning and management, as well as maldistribution, insufficient skills mix, and limited inter-professionalism—to help it achieve health for all. Human resources for health (HRH) are an essential component for strengthening health systems and are critical actors to contribute to health for all, including extending maternal and neonatal health (MNH) services to rural, remote, and underserved communities.


To address the issues noted above, the MOH has requested USAID/Indonesia, through the Human Resources for Health in 2030 Project (HRH2030), to provide technical assistance in the implementation of specific activities to improve HRH data use for decision making at the central and decentralized levels, generate evidence, and promote evidence-based deployment and increased health worker retention and motivation. HRH2030 is partnering with TNP2K (National Team for Poverty Reduction) to support efforts to capture best practices and lessons learned for health workforce deployment, including support to the TNP2K’s recent evaluation of the Nusentara Sehat program, which places health worker teams at remote health posts throughout Indonesia.  


HRH2030 seeks a consultant to conduct a health workforce deployment literature review in collaboration with TNP2K. If appropriate, the consultant may also support his/her TNP2K counterpart to integrate results from the forthcoming Nusantara Sehat evaluation reports into the literature review.  


Activity Overview
Led by the Health Workforce Deployment Consultant, HRH2030 will undertake a literature review of deployment programs—drawing from both the Indonesian and global experience—to consider lessons learned and best practices for addressing dual practice and for developing competitive job incentive packages to attract and retain HRH in remote areas. We anticipate that this will demonstrate the value of local or community-led initiatives, and potentially how insurance capitation mechanisms may incentivize health workers, improve distribution and service access.

Responsibilities
Under the supervision and guidance of the HRH2030 Senior Technical Advisor, the consultant will perform the following activities:

Research: The consultant will conduct a literature review on deployment and incentivization models (in Indonesia, Asia region, and global models) to document and identify best practices towards health worker motivation and impact on workforce retention, distribution, quality, and contribution to service delivery improvements. HRH2030 will work with the consultant to agree upon keywords, recommended journals, websites, grey literature, project reports, program data, potential key informants, and other resources.


Technical Collaboration: With the aim of integrating and synthesizing Nusantara Sehat best practices into the literature review in the form of a short case example, the consultant will analyze, interpret, and disseminate survey results from the Nusentara Sehat evaluation to address health workforce distribution challenges in the selected USAID priority provinces.


Participate in routine (weekly or bi-monthly) phone calls with supervisory team members and TNP2K to update on deliverable and activity progress. Utilize electronic repository to manage and share files, ensure knowledge exchange, and progress on deliverables.


Qualifications and experience
To perform this job successfully, the individual will need the following qualifications and experience:

Advanced degree in related field required, such as public health, medicine, workforce development, health economics or policy

Practical experience completing original research and primary data collection and analysis on similar topics

Demonstrated ability to communicate clearly and concisely in technical documents, including manuscripts and reports

Excellent knowledge of English (written and verbal); knowledge of Bahasa and/or experience working in Indonesia an advantage

Ability to work both independently and meet deadlines

Deliverable No.3: Final report (English) 

Dissemination and knowledge management (as needed)


Duration of Assignment, Location, Supervision, LOE

This a remote assignment under the supervision of HRH2030’s technical teams in Jakarta and Washington, DC. The timeframe for this short-term assignment is November 1 – December 15th, 2019 with an estimated 31 days of LOE. Specific due dates for deliverables will be finalized once a consultant has been selected.
