Programme Officer
(Jakarta-based Resident Position)

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate with experience in forensics and public health to fill the above-mentioned position with bellow criteria:

Role Purposes
The Programme Officer is a member of the ICRC Regional Delegation in Jakarta. The officer contributes to the ICRC health and forensic activities through planning, implementation, monitoring and evaluating.

Main responsibilities
Forensic

·         Responsible to implement the forensic program in the field.
·         Assist in establishing and or adapting forensic strategy, specific objectives, plans of action, timelines and the required resources (including budget) in cooperation with other Forensic staff at the delegation and staff from other departments in line with the delegation objectives.
·         Contribute in conducting forensic analysis of the context and its proper reporting to the delegation.
·         Organize and hold seminars, briefings and training on forensics; develops institutional or technical training.
·         Conduct forensic analysis of the context and identifies emerging humanitarian challenges by maintaining an overview of the forensic situation, locally and in the region.
·         Provide briefings/reports/information for internal purposes.
·         Promote the implementation of relevant forensics standards, including those applicable to missing persons, management and identification of human remains.

Health

·         Integrated emergency response: strengthen ICRC planning and response /provide support and advice in collaboration with co-operation colleagues strengthen PMI
·         Health in detention: support activities linked to detention, advise on health care standards, assist with training workshops 
·         Sexual violence: focal person for sexual violence program, strengthening institutional understanding of the issues regarding sexual violence, provide advice on issues to delegation management and other departments when needed 
  
Other

·         All ICRC employees may be asked to perform duties and tasks not covered in their job description as well as to provide support to other departments when necessary.
·         Take responsibility for their own professional learning and development
·         Understand the Performance Management & Development (PMD) activities
·         Make sure that deadlines for the performance management cycle are met
·         Ensure they receive ongoing and continuous feedback and support from managers
·         Plan and coordinates the annual leave making sure that there are no outstanding holiday balances at the end of the year
·         Follow up on all work-related messages and correspondence with the relevant contacts and departments
·         Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
·         Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

Requirements
Background and Experience
·       Graduate in Public health (MD) and/or forensic science
·       6-year work experience in a field of public health program management, forensic practice (case work)
·       Good understanding of the Health and forensic systems in Indonesia
·       Experience in Management of the Dead from Emergencies/DVI
·       Knowledge and understanding of the medico-legal framework for death investigations
·       Excellent skills in project management
·       Fluent in spoken and written Indonesian and English
·       Excellent computer skills
·       Excellent analytical negotiating and interpersonal skills
·       Confirmed capacity to assess field situation
·       Ability to adapt to stressful and changing environments
·       Ability to collaborate and work harmoniously with different departments
·       Ability to travel extensively in Indonesia including to remote areas
·       Sensitive to cultural diversity
·       Proven autonomy, dynamic spirit, ability to take initiatives
·       Commitment towards highest medical, scientific and ethical standards

Additional experience would be of advantage
·       Previous experience working with humanitarian organisation
·       Experience with legislation/regulation/policy development.
·       Previous experience in programmes linked to places of detention /detainees
·       Knowledge of Human Rights law
·       Experience and practice in negotiations and public relations, particularly applied to the promotion and implementation of professional and ethical standards related to the field of expertise
·      Experience and skills in delivering trainings and a capacity to adapt the message to diverse audiences. Teaching experience at the graduate level an asset.
