Background

JMK - Oxfam has been implementing Earthquake & Tsunami Response project since October 2018 and continuing the implementation until September 2020. Oxfam devided the response into three phase: 1) emergency phase (October 18-March 19) where Oxfam led response, 2) transitional phase (April-September 19) where Oxfam provided prominent roles to JMK and 3) recovery phase (October 19-September 20) where JMK fully lead its response. The project co-funded by Oxfam affiliates; (1). Oxfam GB Humanitarian Dept. (2). Oxfam Novib (3). Oxfam New Zealand (4). Oxfam Canada, (5) Oxfam Hongkong, (6) Oxfam Australia (7) Oxfam Belgium (8) Oxfam America, (9) Dutch Relief Assistance (DRA) and (10) Disasters Emergency Committee (DEC).


The purpose of this project is “The immediate needs of est. 200,000 individuals will be responded to through a combined provision of hygiene material, increased access to safe water sources and adequate sanitation facilities, provision of shelter material and increased access to food. Gender equality and safe programming will be integrated throughout the action.”.


The project has two expected results: (1) High quality emergency preparedness and response operations delivered that include addressing women’s and girls' issues and to ensure protection and assistance for all vulnerable men, women, boys, and girls in humanitarian crisis (2) The different impact of disasters on men, women, girls, and boys  and their different needs are addressed by stakeholders, and more women will enjoy their rights to have decisive and influencing roles in resilient building at all levels.

In order to achieve the project purpose, Oxfam collaborates with several organization and working together as Consortium named Oxfam – JMK (Jejaring Mitra Kemanusiaan) lead by local partner LBH APIK Sulawesi Tengah.

1st phase of Audit (Oct18 – Mar19) has been done, and as the transition phase just ended, external independent audit is needed. The selection of auditor will carried by Oxfam.

What we are looking for

Auditor for Financial report for the period 1st April 2019 to 30th September 2019 and to express an audit opinion according to ISA 800/805 on whether the financial report of Central Sulawesi Indonesia, Earth and Tsunami Response project is in accordance with Donor’s instructions for financial reporting as stipulated in the agreement between Oxfam and JMK.

Qualification of an Auditor, Detail to Offer and Submission Deadline

The Auditor should be a legal firm/company based in Indonesia with license to operate in Indonesia.
The auditor must be completely impartial and independent from all aspects of management or financial interests in the entity being audited.
The auditor should not, during the period of the audit or while undertaking the audit, be employed by, serve as director for, or have any financial or close business relationships with any senior participants in the management of the entity of the audited organizations
The auditor must employ adequate staff with appropriate professional, including experience in auditing the accounts of entities comparable in size and complexity to the entity being audited.
The proposal should be sent along with the CV of the Principal of the Auditing Firm, the CVs of the personnel proposed for this assignment. The CVs should provide details of the professional experience in auditing and years of professional experience in audit work.
Offer budget should include all costs to undertake the audit with separated line item for each propose activity of audit
The period of documents to be audited is from 01 April 2019 – 30 September 2019
The audits will be conducted within the period from 28 October – 11 November 2019, and the audit reports should be submitted in English.
