Objective: This RFP aims to prevent corruption in State- and Regional-Owned Enterprises (BUMN/Ds) in Indonesia by increasing the capacity of their Internal Auditor Units (SPIs).

Geographic focus: The RFP solicits applications for interventions that will be implemented in nationally.

Qualifications:

1.     Certified, legally-registered business entity;

2.     By law, has the capacity to sign a contract;

3.     Not under the supervision of a court, not bankrupt, its business activity not being discontinued;

4.     Not affiliated with any criminal association or activity;

5.     Not suspended or disbarred from receiving US Government awards;

6.     In the event that the Offeror will engage in a partnership with another organization in order to provide the required services, the Offeror shall have a formal operating agreement with the partnering organization which includes the percentage of ownership. All parties to an established partnership must be eligible for award;

7.     Having a good performance record - not on any sanctions list nor blacklist maintained by any government agency/state owned company;

8.     Verified references that document work performed on at least three similar jobs;

9.     Having the ability/capacity required to carry out the specified work;

10.  Not making any incorrect/misleading statements about the competence and capabilities of its business;

11.  The Offeror’s consultant team must be based in Jakarta;

12.  Selected vendor must give copyright for production and distribution rights to MSI and its government beneficiaries;

13.  Experienced in developing training modules, especially in anti-corruption related topics;

14.  Expertise in following fields: anti-corruption, anti-bribery, conflict of interest, and audit;

15.  Experienced in holding trainings, seminars and FGDs with participants from various ministries/institutions;

16.  Experienced in working with government agencies.

Expected contract type: Purchase Order

Grant Award, Anticipated Grant Size and Duration: Resultant award is expected to be well under IDR 534,888,000. This grant will be for up to ten months in duration.
