As the world’s largest archipelago nation in area and population, Indonesia is highly vulnerable to the impacts of climate change. With 30% of the world’s mangroves (>3 million ha) and 22 million ha of peatlands, peat and mangrove ecosystems (PME) provide adaptation and resilience capacity for vulnerable communities, including coastal protection, flood control, water quality, and food security. Indonesia’s PMEs also boast some of the highest ecosystem carbon densities (mangroves=1,023 MgCha-1 and peatlands=2,658 MgCha-1) and hence great capacity for mitigation. However, PMEs are amongst Indonesia’s most threatened ecosystems. No peatlands in North Sumatra (275,000 ha) and West Papua (1 million ha) are protected, despite regulations requiring protection of deep peat. Less than 10% of West Papua’s mangroves (650,000 ha) are protected despite having the highest diversity of mangrove species in the world.

To address those challenges, Conservation International (CI)l is just awarded a project called Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia's Peat and Mangrove Ecosystems funded under International Climate Initiative (IKI). Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The project will increase climate change resilience of highly vulnerable communities and biodiversity, while substantially mitigating GHG emissions in Indonesia by accelerating large-scale conservation and effective management of peat and mangrove ecosystems (PMEs). In the priority regions of West Papua, the project will approach the SMART techniques to measuring and evaluating PMEs that are critical for adaptation and mitigation.

SMART (Spatial Monitoring and Reporting Tool) is a suite of tools for measuring, evaluating and improving the effectiveness of site-based conservation and wildlife law enforcement patrols. It is designed to be simple to use in a world of limited capacity and resources. The SMART Approach combines standardized patrol data collection, site-based database management and decision-making, with an emphasis on capacity building and best practices for protection. This approach, now adopted in >140 sites around the world, provides protected area managers and community groups the ability to empower staff, boost motivation, increase efficiency and promote credible and transparent monitoring of the effectiveness of anti-poaching efforts. SMART provides protected area managers with the ability to quantitatively assess impact, adjust strategies and enhance conservation success.

To implement the IKI project, the CI requires SMART technical assistant. The position will support SMART Consultant to coordinating and technical assistance for SMART training and data collection.

The position requires working closely with SMART Consultant, local government agency and will further together with the other CI West Papua team to support project alignment with government development objectives. The SMART technical assistance will be based in Sorong and Fakfak, West Papua.

A. KEY RESPONSIBILITIES
1.    Technical Assistance
Support the SMART patrol consultant in coordinating with key representatives of Dinas Kehutanan in province and regency levels, including KPH and BKSDA to gather information (baseline, existing capacity and procedures, etc.), and collection of necessary data.
Support the SMART patrol consultant in coordinating with key representatives of Dinas Kehutanan in province and regency levels, including KPH and BKSDA in term of SMART field activities planned.
Assist the SMART patrol consultant in providing technical assistance for SMART training
Provide technical assistance for data collection planning and implementation and SMART data analyses
Co-manage the organization of strategic SMART workshops in our working areas
Together with the SMART patrol team, develop Activity, Monitoring and Evaluation systems to track success of program implementation and provide adaptive implementation
Review and advice on community-based models for co-management of conservation areas and forest management units.
Developing a provincial-wide protection monitoring data model and reporting templates for decision makers;

2.    Project Reporting and Coordination
Develop monthly, annual reports and ensure that they are submitted on time for review;
Ensure that SMART systems are in place and aid in the collection of reliable data and information;
Ensure that the field teams are submitting high quality reports, responsive to requests for success stories, testimonials and other materials required by program needs;
Work with CI-Indonesia West Papua personnel to identify appropriate materials and mechanisms to support improved reporting and communications

B. TIMELINE: This Consultancy Work will be effectively from December 2019 to April 2020.

C. EXPERIENCE & QUALIFICATION:
A Degree in forestry and natural resource management with a minimum 2+ years of experience;
Extensive monitoring and evaluation, and reporting experience;
Willingness to travel and work long hours, including work in arduous field conditions, often to remote areas and work weekends and after hours as needed;
Good communication skills and develop network;
Computer literate in words, graphic software, excel, and statistical software.
Has experience in monitoring and evaluation system
Has basic knowledge on geographic information system (GIS) and GPS utilization.

D. WORKING CONDITIONS

Work is performed in a typical office environment.
Flexibility to work outside normal work hours to meet deadlines as needed.
