[INVITATION FOR CALL FOR PROPOSAL & PRE APPLICATION MEETING] : RFA-0005 : "Building Capacity of Local Government in Implementing KKMA Action Plans through Infiltration Ponds in West Java-DKI Jakarta and Tangerang Region, Central Java Region, and East Java Region"

Dear Potential Grantee,

DAI, implementer of the USAID funded Indonesia Urban Water, Sanitation and Hygiene  Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) Project, invites qualified partners / grantees to submit applications for RFA-0005 :
"Building Capacity of Local Government in Implementing KKMA Action Plans through Infiltration Ponds in West Java-DKI Jakarta and Tangerang Region, Central Java Region, and East Java Region"

*Background*

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the
poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to
achieve this at scale, the program undertakes activities through four
interrelated components, including: 
1) improving household WASH services;
2) strengthening city WASH institutional performance; 
3) strengthening the WASH financing environment; and 
4) advancing national WASH advocacy,
coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

*Description*

To understand and overcome the problems and conditions of limited or decreased water flow and quality, the USAID IUWASH PLUS program since 2017 established the KKMA-RA (Spring Vulnerability Assessment and Action Plan)
program. The purpose of the KKMA-RA program is to develop strategies and action plans, which guarantee the availability and continuity of adequate quality and quantity of raw water supply.
Development of infiltration ponds is an effective way to prevent or slow down decreasing groundwater and scarcity of groundwater resources, as long as all concerned parties (local and national level) implement the use of
infiltration ponds on a large scale basis.  Eventually, it is expected that the development of infiltration ponds will become a national program and policy to help overcome the raw water/water scarcity and increase service and access to clean water / drinking water for the people of Indonesia.

Building infiltration ponds is not just physical work, but also includes creating commitment of PEMDA, local village officials, the Private Sector
and the Community itself, not only for the construction of infiltration ponds, but also subsequent maintenance and further replication in all villages in the recharge area.

*Objectives*
The objectives of this LSIC program are to:

1. Build understanding of Local Government and other relevant stakeholders on the importance of water recharge initiative through infiltration ponds
in addressing water resources issues, including to ensure various aspects that have to be considered in implementing the initiative.
2. Build capacity of stakeholders in mastering groundwater conservation techniques by constructing 120 infiltration pond by the KKMARA team and other communities in 8 cities and district where KKMARA is located.
3. Encourage commitment and participation of all parties from the government, private sector and community, so that infiltration ponds become
one of the priority programs in the regional government and the community.
4. Encourage a strong budgeting from the APBD, CSR, and the community
5. Increasing the ability and expertise of the KKMARA team and the community in maintaining and monitoring the function of infiltration pond.
