Asia Justice and Rights (AJAR) is a non-profit organisation working to prevent and seek justice for human rights violations in the Asia Pacific
region. We work with international, national and grassroots partners to break cycles of violence and seek truth, justice, and accountability. AJAR
believes that sustainable change must be led by those who are directly impacted by mass violations. We contribute to that change through
empowering human rights defenders and survivors, by conducting research,
education and training, advocacy, and linking groups who share a common purpose.

AJAR is headquartered in Jakarta, Indonesia, with programs in ten countries across the Asia Pacific region. AJAR also operates a full-time residential
training centre in Bali, Indonesia.

AJAR is currently seeking a Program Officer to manage and implement a program in Papua. This position will be key in supporting AJAR to achieve its goals by:

  -  Developing and implementing a sustainable and participative program at the community-level in Papua that include research, community organizing, and training to enhance the community’s capacity in voicing their voices in
  pursuing justice;
  - Facilitate existing Papua networks in developing advocacy strategies in Papua.
  - Initiate efforts to raising public awareness of human rights issues in Papua;
  - Support AJAR Indonesia program team on national advocacy and networking;
  - Manage relationships with key stakeholders who share a common purpose in Papua and at the national level.

AJAR has been conducting a multi-year program to strengthen survivors’ capacity to identify their problems and develop an advocacy strategy at the
local level, together with partners in Papua. We have initiated participatory research, healing and advocacy program. The candidate will manage the implementation of the program, maintain the work of the working group in Papua, and conduct advanced research on women and large scale land
acquisition.

Position Title: Program Officer for Papua

Officer Location: Jakarta, Indonesia

Supervisor: Indonesia Program Manager

Starting date: As soon as possible

Tasks include, but are not limited to, the following:

  - In consultation with AJAR Indonesia program Manager and/or Director, continue the development of an integrated program in Papua in order to achieve AJAR’s outputs and priority at national level, based on issues identified by partners and AJAR.
  - Coordinate and manage project activities as assigned by the Director and/or Program Manager, including work at grass-root level.
  - Manage and facilitate a series of training for local facilitators.
  - Provide technical assistance to partners in implementing the program, including substantive and administrative aspects, as agreed in program
  design and planning.
  - Facilitate the Papuan working group in reflecting program findings and develop advocacy strategies in Papua.
  - Maintain networking with key stakeholders who share a common purpose in Papua and the national level.
  - Conduct program monitoring and evaluation with partners.
  - Write inputs on activities and relevant developments for AJAR Indonesia monthly meeting.
  - Write program reports related to donors as required.
  - Assist in any other aspects of AJAR’s work in Indonesia and at a regional level, as required.
  - With agreement of the Director, provide consultancies to other agencies as part of AJAR’s networking scheme.

Requirements:

  - Excellent written and verbal command of English;
  - A bachelor’s degree in social and political science, anthropology, sociology, law, human rights, and/or conflict transformation;
  - At least five years of experience in program development/implementation with a focus on community organizing and/or research;
  - Have adequate knowledge in grassroots work as well as participatory research method.
  - Demonstrable experience in conducting research and managing network.
  - Ability to work both independently and collaboratively (with staff, volunteers, and external contractors), across cultures and geographic locations;
  - Willingness and ability to travel;
  - Ability to meet tight deadlines.
