*The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. Since 1990, RWI has carried out a wide range of research, academic education, and institutional capacity development programmes internationally in the human rights field, mainly with the support of Swedish Development Cooperation. *

RWI’s global thematic foci are economic globalisation, inclusive societies, people on the move and fair and efficient justice (www.rwi.lu.se).


RWI’s office in Jakarta coordinates the institute’s programmes and activities in the Asia Pacific region. RWI has been active in different countries across Asia since the 1990s and has coordinated regional programmes since 2007. Our regional focus has been to strengthen the capacities of NHRIs and academic institutions to be actors of change for human rights implementation and their promotion across the region.


From 2017, the Jakarta office commenced a five-year regional programme focusing on the linkages between human rights and environment, climate
change and sustainable development. The programme supports research, synergies between sectors and RWI’s global thematic foci.  The programme is supported by the Swedish Development Cooperation.


*Position Description*

RWI is seeking applications to fill the position of a Program Officer for its People on the Move programmes across the region. The position is
full-time and subject to funding, with an immediate starting date. The initial contract will be for 12 months, with possible extensions based on performance and funding.

The officer’s primary role is to proactively manage the planning, coordination, communication and implementation of RWI’s activities relating to People on the Move in its regional Asia Pacific programmes. The position
reports to the Institute’s Office Director in Jakarta and works in close coordination with the Head of People on the Move Thematic Area in our Lund,
Sweden, headquarters.


*Duties **and Responsibilities*

  - Develop and implement activities as outlined in approved work plans,  including: developing terms of reference and agreements; developing agendas
and materials; securing resource persons and other necessary inputs for activities, making necessary logistical arrangements (travel, accommodations, etc.); and coordinating completion of activity deliverables.
  - Represents RWI’s People on the Move thematic focus in the Asia Pacific region, in close coordination and liaison with the Head of People on the Move Thematic Area in Lund, Sweden. This includes delivery of workshop sessions, active involvement in working groups, coordinating bodies and/or conferences.
  - Contribute to the added-value articulation and contextualisation of RWI’s People on the Move thematic strategy in the Asia Pacific region.
  - Develop and monitor programme budgets, ensuring that budgetary resources are efficiently utilised to achieve expected results.
  - Regularly assess and monitor programme development and results.
  - Stay informed of relevant geographic/thematic/political developments for the successful carrying out of duties and responsibilities of the position.
  - Prepare narrative reports to analyse the results of activities/programme carried out.
  - Assess new programme opportunities within the mandate and concerning the priorities of RWI, and when relevant develop concept notes and  contribute to proposals for new programmes.
  - Develop working methodologies and MEAL tools for the improvement of programmes.
  - Conduct relevant research that informs and enhances the quality of programmes and RWI’s thematic profile.
  - Periodic travel to programme activity sites to successfully monitor and implement the duties above.
  - Actively engage and contribute to a team environment, through the regular sharing of his/her areas of responsibility, research or the  challenges faced

*Qualifications*

*Essential Criterion*

  - Strong documented experience/knowledge about human rights, environment and SDGs;
  - Master’s degree or higher degree by thesis in human rights,
  environment science, development studies, social sciences, preferably with a specialisation on displacement relating to disasters and climate change;
  - Minimum of six years of relevant program management and technical support, preferably with emphasis on climate change, disaster risk
  reduction (DRR), and displacement;
  - Knowledge of and experience with established climate change, DRR or people on the move working groups, networks or UN coordination bodies within the Asia Pacific Region;
  - Knowledge of means and methods of international development cooperation work;
  - Proven experience of working with MEAL and communication obligations within programmes;
  - Ability to manage program budgets and produce reports;
  - Ability to manage multiple tasks and maintain attention to detail;
  - Excellent analytical skills;
  - Fluency in English with excellent English language writing skills

*Desired*

  - Experience working with Swedish development cooperation (Sida)
  - Knowledge of other languages relevant to working in the region
