The Health and Hygiene Program Coordinator will be responsible for overall management Save the Children in Indonesia is changing for the better.  We've begun to build a national organisation that aims to be a strong, local, and self-sustaining voice for children in Indonesia.  To this end, SC Indonesia has been designated as an "Associate Member".  As 'Prospect Member' Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorised by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.
BISA - Better Investment for Stunting Alleviation - is an integrated nutrition-specific and nutrition-sensitive programme in 2019-2023. The name 'BISA' reflects the broad context of nutrition in Indonesia: whilst the level of national and political commitment is high, and resources have been committed to addressing the high rates of stunting and under nutrition, the operationalisation and application of these plans and funds at sub national level is challenging. What is needed is 'better investment': using resources better, developing and operationalising policies more effectively, and delivering evidence-based, cost-effective, and sustainable interventions at the household and community levels. BISA aims to reduce stunting by improving the nutritional status of adolescent girls, women of reproductive age, and children under the age of two (CU2) across two Provinces -East Nusa Tenggara and West Java.
Save the Children and Nutrition International are in strategic partnership to deliver this programme, building on our experience and evidence, existing networks and relationships at the community, District, Provincial, and National levels in Indonesia to implement key intervention for the first 1000 Day HH as well as adolescent nutrition. BISA supports the Government of Indonesia (GoI) commitments for stunting reduction, as stated in National Strategy to Accelerate Stunting Reduction 2018-2024, as well as the follow up guidelines (Technical Guidance for Integrated Interventions for Stunting Reduction for district down to village level).
Save the Children is planning to embed new research focused on Environmental Enteric Disfunction (EED) and its link to malnutrition and stunting within the BISA project, which will build on and contribute to the BISA project learning agenda and linked to the BISA MEAL framework.
The MEAL Advisor will be responsible for the MEAL and research components of the BISA project. She/he will support the Chief of Party on the overall monitoring and evaluation framework. The Advisor is responsible for line managing the project's MEAL staff (1) and overseeing MEAL activities to ensure high quality monitoring and evaluation of BISA, to ensure that we deliver immediate and lasting change for children in Indonesia, generate valuable learning and contribute to Save the Children's global Breakthroughs: Learn, Survive, Be Protected. The post holder is a member of the Extended Management Team (EMT), as well as the national MEAL team, and may participate in cross functional groups and will participate in EMT and MEAL meetings as planned.

QUALIFICATIONS AND EXPERIENCE
Essential

  *  Significant experience of undertaking a MEAL related role
  *  Education to MSc/MA/MEng level in a relevant subject or equivalent field level experience
  *  Experience of, and commitment to, working through systems of community participation and accountability
  *  Previous experience managing a complex M&E framework, ensuring leadership make informed choices
  *  Demonstrated strong monitoring and evaluation skills, including planning/participating in research and evaluations
  *  Ability to work both in an advisory and a hands-on implementation capacity
  *  Proven capacity to supervise, train and coach staff on MEAL
  *  Experience of working with partners to implement projects, including experience of capacity building for partner staff
  *  Experience of representation and ability to represent SC effectively in external forums.
  *  Experience in presenting complex information with intelligibility to wide audiences
  *  Ability to write clear and well-argued assessment and support routine reporting
  *  Excellent communication and influencing skills
  *  Politically and culturally sensitive with qualities of patience, tact and diplomacy
  *  A high level of written and spoken English
  *  Commitment to the aims and principles of Save the Children. A good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
  *  Willingness to travel to the field regularly to targeted areas
Desirable

  *  Experience in MIYCN programming in Indonesia, an understanding the local system, experiences working with high level government agencies at national and provincial level, civil societies, NGOs and academics on issues related to public health
