USAID/Indonesia Harmoni: Towards Inclusion and Resilience

Project Summary:

The four-year USAID/Indonesia Harmoni activity promotes tolerance and
inclusion and reduces the risks of violent extremism (VE). Harmoni supports
interventions that are narrowly targeted towards communities and
individuals most at risk of radicalization, with an explicit mandate to
build the resilience of key Indonesian institutions – governmental, civil
society, religious, and community-based – that represent the front line in
preventing VE in Indonesia. As such the project focuses on at-risk
communities and vulnerable population groups. The majority of Harmoni
assistance is delivered through grants to Indonesian civil society
organizations (CSOs) and government partners, primarily at the local level.


This is a full-time, long-term position based in Jakarta, Indonesia.

This position is open to Indonesian or foreign nationals.

Position Summary:

MSI is seeking a Senior Learning Advisor (SLA) to lead efforts to capture
and share experiences, lessons, data, and analyses from Harmoni
interventions. The project serves as a laboratory to craft and test
approaches and interventions for preventing and countering VE (P/CVE) and
intolerance. Learning from Harmoni is shared with USAID, project partners
and communities, as well as other practitioners in Indonesia and beyond.

The SLA will be a part of Harmoni’s Monitoring, Evaluation, and Learning
(MEL) team, and will play a lead role in implementation of Harmoni’s
learning agenda, in collaboration with USAID. She or he will work closely
with the MEL Manager and MEL Specialist, who operate the project’s M&E
systems and databases, and with the Harmoni Program team overall.

The SLA will report directly to the Harmoni Chief of Party (COP).

Responsibilities:

  - Conceive, lead, and oversee execution of Harmoni learning
  interventions.
  - Take primary responsibility for implementing and updating Harmoni’s
  Learning Plan.
  - Work with the Harmoni Program and Operations teams, in close
  coordination with the Senior Management team, to ensure that applied
  research and learning interventions are well designed, have programming
  utility, are adequately resourced and executed efficiently.
  - Help ensure staff embed Harmoni learning in their work.
  - Help ensure that grantees internalize learning and can present
  effectively to stakeholders and other audiences, as needed.
  - Ensure that relevant learning from Harmoni activities and the broader
  VE and P/CVE literature is fed into Harmoni’s Intermediate Results (IRs),
  sub-IRs, and intervention strategies and designs.
  - Build strong working relationships with the USAID/Indonesia Mission
  and project partners with regard to learning efforts.
  - Suggest useful analyses and carry out or oversee research and
  short-term technical assistance, as needed.
  - Manage the repository of tools, guidelines, and reference documents
  for learning activities.
  - Contribute to the project’s communications efforts, including the
  production of success stories, infographics, etc.
  - Contribute ideas and written inputs to Harmoni Annual Work Plans and
  project progress reports, including consolidating staff inputs, conducting
  data analysis, and generating narrative and graphic elements, as required.
  - Perform other tasks as designated by COP and Deputy COP.

Qualifications:

  - University degree, plus minimum 10 years of relevant work experience.
  - Expertise and dynamism to execute Harmoni’s Learning Plan and learning
  interventions.
  - Experience creating and managing MEL systems for programs or
  organizations.
  - Expertise and experience with applied research, surveys, data
  management and analysis, data visualization, and/or statistical software
  programs, preferred.
  - Management skills and experience to drive, design, execute, and manage
  multiple complex interventions simultaneously, including supervising
  project and consultant personnel.
  - Strong leadership and communication skills and ability to manage and
  be flexible in difficult and challenging circumstances.
  - Knowledge of and experience with topics covered in the Harmoni scope
  of work (VE, community resilience, reintegration and deradicalization,
  migrant communities), preferred.
  - Native English-speaking and writing capabilities.
  - Strong Indonesian language speaking and writing capabilities.
  - Experience with project communications, including success stories and
  progress reports.
  - Strong interpersonal skills and an ability to work as part of a team.
  - Experience working with international donor organizations and programs
  preferred.
  - Ability to work on own initiative with little direction, to meet
  tight  deadlines, and to prioritize among multiple tasks.
