Request for Proposals No: 2003-XX and 2004-XX: Hiring Agency to Support NI to Organize Sustainability Planning and Advocacy Meeting on NI’s Micronutrient Technical Assistance Programs

Nutrition International has supported Government of Indonesia, since 2006, in strengthening health system for delivery of maternal and child nutrition and health programs including IFA supplementation program for pregnant women, Universal Salt Iodisation (USI), implementation of the Vitamin A supplementation (VAS) program, and Zinc and ORS supplementation for treatment of diarrhea in infants.

Nutrition International supported the scale-up of the Government of Indonesia’s IFA supplementation program in West Java and Banten province followed by West Nusa Tenggara and Riau.

Nutrition International has been supporting the government to achieve USI by establishing a three-pronged enforcement model:(i) strengthening overall national enforcement; (ii) provincial and district level Team GAKI (IDD Team) actively monitoring production, sale and consumption of adequately iodized salt; (iii) village level monitoring. For better child survival, Nutrition International supported the VAS program in six provinces(North Sumatera, South Sumatera, West Java, Banten, Riau and West Nusa Tenggara) from 2009 to 2019. Nutrition International supported the replication of elements of the processes which worked in the previous period to improve coverage of the VAS program at the provincial level in these 6 selected provinces. This “Replication Package” included guidance on specifics of micro-planning, budgeting, estimation of VAC stocks, streamlining the supply chain, recording and reporting including how to use the data to identify low-coverage districts and plan mop-up activities,
monitoring and supervision The VAS program is now scaled-up to the national level.In addition to the above, Nutrition International also supported a demonstration project to increase the coverage and utilization for Zinc and ORS supplementation in treatment of diarrhoea among children in 2 districts (East Lombok and West Lombok) of West Nusa Tenggara province. Nutrition International collaborated with the Directorate General Communicable Disease and Environment Health (CD&EH)of the Diarrhoea Sub-division within the Ministry of Health and the District Health Office (DHO) in West Lombok and East Lombok who are the implementers of the Integrated Management of Childhood Illness (IMCI) program. Based on demonstration project in East Lombok and West Lombok districts in West Nusa Tenggara, the most effective processes which have worked to improve coverage and adherence of zinc and ORS in childhood diarrhoea treatment are being replicated across West Nusa Tenggara, Banten and West Java.

An evaluation of Nutrition International’s technical assistance and documentation of lessons learnt from these programs has also been completed.

After successful implementation of the above-mentioned programs, Nutrition International is now planning to organize sustainability planning and advocacy meetings in 4 provinces - Riau, West Nusa Tenggara, Banten and West Java. At these meetings, the results of the evaluation studies will be shared with the stakeholders at national level with the objective to mutually agree on recommendations for the improvement of the Iron and Folic Acid (IFA)Supplementation and zinc and ORS in the treatment of childhood diarrhea programs and discuss a follow-up strategy for these nutrition programs.

In addition, these meetings will be used as a platform for advocacy with the Government (MoH, Province Health Officers and District Health Officers) to ensure that program budgets for USI, Iron and Folic Acid(IFA) Supplementation, Vitamin A Supplementation, and zinc and ORS programs are included in the government planning processes for sustainability.

NI seeks hire the services of an agency to organize these four-sustainability planning and advocacy meetings in Riau, West Nusa Tenggara, Banten and West Java. The agency will also be responsible for handling all pre-meeting logistics arrangements for these meetings. Further details are given in the sections below.
