FHI 360 RFP: Baseline Data Collection for MADANI project

Request for Proposal: BASELINE DATA COLLECTION FOR MADANI PROJECT


MADANI Civil Society Support Initiative is a five-year USAID-funded project implemented by FHI 360, a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally-driven solutions. MADANI aims to strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy, and sustainability in 32 districts in the six provinces of West Java, Central Java, East Java, West Kalimantan, South Sulawesi and Banten, to be scaled up to 64 districts by the end of the project.
The purpose of a baseline data collection  is to provide updated information before the project begins on key conditions which will be used as basis to monitor and assess an activity's progress and effectiveness during implementation and after the project is completed. Specifically, this baseline data collection  will provide MADANI with data on initial capacity, legitimacy and sustainability of the local CSOs as stated in the Monitoring and Evaluation Plan, as well as assumptions and risks identified during the project design that may affect the achievement of MADANI’s objectives.   

Request for Proposal: FHI 360/MADANI is pleased to announce the release of this Request for Proposal (RFP) to identify a qualified firm that will plan and implement baseline data collection. FHI 360/MADANI will contract and work closely with the selected firm during the process and implementation of tasks and activities described in the Statement of Work below.

The submission of a proposal is not a guarantee of funding. FHI 360 and USAID reserve the right to award one, multiple, or no awards based on the proposals received for this RFP. FHI 360/MADANI reserves the right to independently negotiate with any candidate and does not assume responsibility for any costs related to the preparation and submission of proposals. Proposals should follow the terms and conditions described in this RFP. FHI 360/MADANI reserves the right to reject any proposal it finds inconsistent with the terms and conditions of the RFP.

The deadline for technical and cost proposals in response to this RFP is 12 February 2020. FHI 360 intends to issue a Purchase Order with detailed Scope of Work resulting from this RFP to an applicant whose proposal conforms to the RFP requirements and represents the best value after evaluation in accordance with the criteria described in this RFP. The total value of the Purchase Order is expected not to exceed USD 80.000. Payment of the award will be Indonesian Rupiah and the anticipated period of performance March 2020 – September 2020 (seven months).

Submission of questions or requests for clarification must be sent via email to procurement- madani@fhi360.org by latest 5pm Jakarta time on 31 January 2020. Responses to inquiries will be shared with all applicants invited to submit a full proposal, during the open solicitation period.

Following the technical and cost evaluation, the selection committee reserves the right to require shortlisted applicants to present key parts of their submitted applications to the committee. If needed, presentations will take place on third week of February, 2020. Based on those presentations, the selection committee will make the final decision
