Lowongan USAID/IUWASH PLUS : Domestic Wastewater Management Marketing Strategy and Development Plan for UPT PALD Kota Malang to Promote Desludging Service.

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of

Individual Consultant for Domestic Wastewater Management Marketing Strategy and Development Plan for UPT PALD Kota Malang to Promote Desludging Service – Fixed Price ICA (Job Code : FPIC/UPT MLG-EJRO)

Objective
The objective of this SOW is to improve the ability of UPT PALD Kota Malang to undertake promotion and marketing activities to increase household demand for desludging services, through:
1. Comprehend the guide book of Marketing Strategy for UPT PALD;
2. Adapt the guide book into the needs and condition of Kota Malang;
3. Provide detail planned and budget for UPT PALD Kota Malang marketing & promotion activity;
4. Provide direct assistance to UPT PALD Kota Malang in the development of domestic wastewater management marketing strategies based on its specific needs and Malang condition (local wisdom).

D. Task
1. Desk Review and Preparation:

The selected Consultant should prepare for this assignment by intimately familiarizing itself with all relevant documents developed by IUWASH and IUWASH PLUS. These include, but are not limited to:
• Guide Book of Marketing Strategy for UPT PALD;
• Hotspot data include Septic Tank Survey data;
• Formative research;
• BCC Strategy.

2. Assessment of the UPT PALD Kota Malang (situation analysis): Assess the current activities and capacity of each UPT PALD, including its:
• Mission and vision (including operational objectives and goals)
• Resources, including both capital resources (trucks, etc.) and human resources (staff)
• Activity planning and operational implementation, including a review of daily, weekly, monthly, and annual planning and operations
• Budget, including an analysis of spending and allocation
• Business plan, if any
• Strengths, Weaknesses, Opportunities, and Threats (SWOT Analysis)
• Issue & challenge
• Identify the stakeholders

3. Development of Domestic Wastewater Management Marketing Strategy and Action Plan. Assist UPT PALD Kota Malang to develop a Domestic Wastewater Management Marketing Strategy and Action Plan.

4. Development of basic promotional materials: These are expected to be in a form that UPT PALD can readily adapt for their own use, including three brochures, leaflets, posters, etc. The materials should be produced and available both in print and digitally.

MINIMUM QUALIFICATION:
Anyone who meets the requirements may submit a proposal to join the bidding, as for the requirements as follows:
Education Background (20%)
S-1 bachelor’s degree, in Marketing Management or Management Business.
Working Method (50%)
a. Market based approach.
b. Innovations in selling noncommercial product.
c. Take advantage of digital marketing.
d. Project result oriented.
Pass Performance (30%)
a. Minimum 5 years experiences in marketing.
b. Familiar with digital marketing.
c. Preferably having work experience in developing marketing strategy.
d. Preferably having work experience in noncommercial product.
Preferable stay and live in Malang and its region.
