ABOUT USAID JALIN

The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”) is a five-year initiative implemented by DAI Global, LLC and its consortium of partners – IntraHealth, Vital Strategies, and Market Share Associates. The overall goal of Jalin is to contribute to national goals to accelerate maternal and newborn mortality reduction. Indonesia has these national goals, and they have been recently reconfirmed at Presidential level, because the maternal and neonatal mortality rates are among the highest in the region, they are far above the Sustainable Development Goals targets; and they have stagnated in recent years. The overarching problem that Jalin is striving to solve is: the quality of care accessible to mothers and newborns is uneven across the country as seen in both public and private facilities at both primary and secondary level of care


USAID Jalin aims to contribute to national goals to reduce maternal and newborn mortality through improvements in MNH quality of care in public and private, primary and secondary facilities at scale; and through improvements in the efficiency and effectiveness of emergency referral systems at community and facility level at scale. To achieve these high level results, Jalin will be working to support a) sustained improvements in practice by clinical hospital teams in treating obstetric and newborn complications b) stakeholder strategies that are more focused on the main causes of maternal and neonatal death c) sustained improvements in quality of care by private midwives d) integrated ICT referral platforms that are scaled e) improved referral networks that are scaled.


JOB SUMMARY


The Regional Administrator is based in Serang City – Banten and reports to the Regional Implementation Manager Banten. S/he is responsible for all operational aspects of the regional project office.  S/he supervises the regional administrative team and supports the regional technical team.  The Regional Administrator oversees all daily administrative and operations tasks of the regional office, including facilities, procurement, inventory management and reporting, IT maintenance, record and file management, and TAMIS utilization and training.


DUTIES AND RESPONSIBILITIES


·       Ensures information on regional purchase orders, consultant agreements and contract development and implementation is accurate and complete, and shared with the Regional Manager.

·       Facilitate and ensure completion of vendor and contract payment requests, bid comparison matrices, procurements and other relevant documentation in accordance with USAID and DAI regulations.

·       Ensures all regional office operations are conducted in accordance with the Field Operations Manual (FOM).

·       Manages the regional office to avoid waste, fraud, and inefficiencies.

·       Serves as the primary contact for vendors in the region and ensures documentation is in order and that payments are made in a timely manner for all actions related to project administration and operations.

·       Solicits and collects bids, formulates bid comparison matrices and makes recommendations for vendor selection in accordance with USAID regulations and DAI policies and procedures.

·       Ensures that vendors understand USAID and DAI procurement policies, procedures, documentation and reporting requirements.

·       Conducts regular inventory of office supplies and ensures timely procurement of supplies in a manner that allows for unimpeded implementation of project activity by the regional staff.

·       Ensures that all regional office equipment is properly maintained and functional.

·       Ensures that complete and accurate procurement-related documentation is gathered and filed.

·       Arranges transport and lodging of staff and consultants traveling to the region.

·       Ensures the regional office is maintained and kept clean and functional at all times.

·       Other relevant duties as assigned by the Regional Manager.


ESSENTIAL QUALIFICATIONS


·       High school diploma.

·       At least three years’ experience in office administration, on donor-funded projects highly desirable.

·       Demonstrated experience in articulating complex procurement compliance rules and regulations in an easy-to-understand manner.

·       Demonstrated experience in negotiating best prices with vendors.

·       A work history characterized with a high degree of integrity and honesty.

·       Demonstrated mastery of MS Office applications.

·       Excellent written and oral skills in Bahasa Indonesian and English.
