Position Title: Monitoring and Reporting Officer

Project Summary:

MADANI’s vision is to leave Indonesia a better functioning, more tolerant, and more resilient democracy, demonstrated by strengthened local democratic practices, improved district and village government performance and responsiveness, better accountability of frontline service delivery, and more effective and inclusive mechanisms for community-level participation and transparency.

MADANI will strengthen local government accountability and communal tolerance in Indonesia by improving and sustaining local civil society’s capacity, legitimacy and sustainability. MADANI will begin in 32 districts in the provinces of Banten, West Java, Central Java, East Java, West Kalimantan, and South Sulawesi. Through replication, by Year 5, MADANI will reach a total of 64 districts.

Position Description:

The Monitoring and Reporting Officer is a part of the MADANI project Monitoring, Evaluation, and Learning Unit and will provide technical support to project M&E, research, learning and communication activities, to ensure high-quality, timely, valid and verifiable data are collected  and analyzed to inform the Senior Management Team and other stakeholders of key lessons learned. The Officer will support the design and establishment of an M&E system, including data collection, analysis, and reporting on key output, outcome and impact indicators for the project. This includes establishing and implementing a user learning strategy to ensure the project team and stakeholders can effectively use and  benefit from the system. The Monitoring and Reporting Officer will report to the Deputy Chief of Party and will collaborate with the project’s M&E Specialist, KMIS Specialist and Communication Specialist in performing the duty. S/he will also collaborate with Washington, DC-based MEL Advisor/s.

Duties & Responsibilities:

The Monitoring and Reporting Officer has the following responsibilities:

·       Support monitoring, evaluation and learning activities for the MADANI project.

·       Support development and implementation of an M&E system to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.

·       Monitor submission of all reports from Lead Partners and Field Coordinator, in collaboration with Program Team.

·       Compile and aggregate all data submitted by Lead Partner, Field Coordinators, and other sources of relevant information and perform quality assurance of all data submitted by Lead Partner and Field Coordinator before uploaded to MADANI Knowledge Management Information System (KMIS)

·       Perform analysis using data available in KMIS and other relevant documents, identification of program issues/challenges, and develop regular reports in accordance with the MADANI Activity Monitoring, Evaluation and Learning Plan (AMELP)

·       Contribute to internal MADANI Learning Week forums, providing data on progress towards outcomes, efficiency, effectiveness and other implementation quality metrics.

·       Support all relevant external learning events, learning forums and knowledge sharing initiatives.

·       Support production of knowledge products capturing project lessons learned and best practices as one of the efforts to advocate for sustainability and replication by the beneficiaries.    

·       Establish and maintain sound and professional relationships with the project staff and with partners.

·       Conduct periodic data quality audits to assess the quality of collected data.

·       Work closely with the project Technical Team to ensure that data analysis and reports produced are aligned with the needs of MADANI

·       Perform other duties as assigned by supervisor

Qualifications:

·       Degree (bachelor or higher) in relevant subject and familiarity with quant/qual data collection methods

·       A good understanding of M&E concepts and the development context in Indonesia, demonstrated by no less than 5 years of relevant professional experience working with government and/or development agencies/organizations;

·       Minimum of 5 years practical experience in implementing M&E frameworks, systems and tools with specific capability in measuring and evaluating: 1) capacity development; 2) behavioral change and 3) policy change

·       Ability to contribute to solving project implementation problems, by synthesizing and extracting insights from large and complex datasets 

·       Proficient with Microsoft Tools, including Excel and PowerPoint.

·       Sensitivity to cultural differences and understanding of the political and ethical issues among key populations in Indonesia.

·       Ability to manage and complete numerous tasks with a high degree of organization and limited resources.

·       Ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion

·       Demonstrated experience in working within a multi-disciplinary team in a fast paced, technically challenging environment under minimum supervision.

·       Familiarity with USAID programs is preferred

·       Experience performing systems analysis for cross-cutting components in complex networks.

·       Fluency in written and spoken English and Bahasa Indonesia.

·       Interpersonal skills in facilitation and stakeholder engagement/coordination, particularly with GOI.

Position Description:

The Knowledge Management Information System Specialist will be a part of the MADANI project Monitoring, Evaluation, and Learning Unit and will lead in developing, operating and maintaining a Knowledge Management Information System (KMIS) to capture program results, ensure high-quality, timely, valid and verifiable data collection and analysis to inform the Senior Management Team and other stakeholders of the lessons learned. This includes establishing and implement user learning strategy to ensure all project team and stakeholders can use and take maximum benefit of the knowledge management system of MADANI project. The KMIS Specialist will report directly to the Deputy Chief of Party and will collaborate with M&E Specialist and Monitoring and Reporting Officer in performing the duty.

Duties & Responsibilities:

The Knowledge Management Information System has the following responsibilities:

·       Develop, operate, improve and maintain MADANI’s Knowledge Management Information System that can that demonstrate impact and program accountability and progress. .

·       Perform data analytics and intelligence, data visualization and analysis to inform the Senior Management Team.

·       Apply a mobile, digital and web-based tools and approaches, as feasible and value-adding, including MADANI’s Innovation and Learning Hub.

·       Support monitoring, evaluation and learning activities for the MADANI project.

·       Support development and implementation of an M&E system to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.

●        Ensure data quality assurance procedures are followed, including governance structures and safeguarding Personally Identifiable Information

●        Develop and maintain the key pillars needed for data interoperability, like data standardization and data sharing agreements.

●        Provide end-user training for MADANI team, users of system and relevant beneficiaries.

●        Work closely with the Technical Team to ensure that data analysis and reports produced are aligned with the needs of MADANI

●        Work with the Communications Specialist to develop communication materials to document and share project results and lessons learned

●        Support the design and implementation of evaluations, surveys, implementation assessments and other analytical work as required.

●        Support utilization of high quality quantitative and qualitative data collection methods and participatory methodologies to monitor project quality and help enhance performance and results.

·       Perform other duties as assigned by supervisor

Qualifications:

●        Bachelor’s degree in MIS, ISM, or Operations Research; Business Computer Science, Management Information Systems, or another related field.

●        Minimum 5 years relevant experience in developing and using knowledge management platforms  to support data analysis, monitoring and evaluation of development projects in Indonesia.

●        Experience with ICT hardware, mobile phones and web-based technologies in Indonesia, particularly designing or deploying tools appropriate to high and low-bandwidth (mobile and WiFi) environments.

●        Ability to contribute to solving project implementation problems by synthesizing and extracting insights from large and complex datasets

●        Proficient with database management systems. PowerBI experience preferred.

●        Practical experience in data analytics or intelligence with an interface simple enough for end users to create their own reports and dashboard, providing interactive visualizations

●        Practical experience using Open Data Kit to create mobile-based surveys and manage data aggregation.

●        Proficient with Microsoft Tools, including Excel and PowerPoint, and possess advanced computer skills for data extraction, manipulation, visualization and analysis.

●        Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.

●        Ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion

●        Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
