FHI 360 Opportunities USAID Terrestrial Program in Indonesia

We are currently seeking qualified candidates for the position of Chief of Party for an anticipated multiyear USAID Indonesia ENV- Terrestrial Program in Indonesia. The purpose of the activity is to advance Indonesia's own development objectives to address threats to biodiversity and reduce greenhouse gas emissions from land use. USAID has identified the following two strategic objectives as initial areas of focus: 1) improved subnational environmental governance; and, 2) private sector environmental and social sustainability in supply chains related to agriculture, forestry, and extractive industries.
This position is subject to project award and funding.
 Position Description:
The Chief of Party (COP) will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project implementation, including program quality, personnel and financial management. S/he will maintain close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and adequate implementation of project activities, deliverables and execution, monitoring and reporting of the project. The COP will serve as the principal liaison to USAID/Indonesia and will have regular communication with the USAID/Indonesia Agreement Officer’s Representative. The COP is responsible for ensuring compliance with FHI 360 policies and procedures and USG rules and regulations. The COP will be responsible for ensuring sub-awardee compliance and monitoring quality of program implementation. The position will be based in Jakarta, Indonesia.  
Key Responsibilities:
·       Leads the project team, technical and operational aspects of the project, including planning and implementation; ensuring clarity over plans and priorities, and encourages effective team-work;
·       Provides overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, and FHI 360 policies and procedures;
·       Liaises with USAID/Indonesia, local government institutions, civil society organizations, private sector companies and investors, and other partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements;
·       Liaises with USG partners and other donors and implementing agencies to ensure coordination of and synergy with other USAID/Indonesia environment related activities;
·       Builds strong strategic partnerships with a wide group of stakeholders required to achieve project goals, including local civil society and the private sector
·       Oversees report preparation to meet USAID and corporate reporting requirements to document program performance and monitor overall award compliance;
·       Leads preparation of project deliverables, including annual work-plans and project activity updates, and other project-related communication and reporting materials in accordance with USAID deadlines;
·       Provides overall financial oversight of the budget over the life of the project;
·       Collaborates with and directly act upon inputs from the compliance director to ensure continuous compliance of all consortium members with agreement/contract rules and regulations; 
·       Oversees a team of senior technical, operations, compliance and finance staff and ensure clear roles and responsibilities and lines of communication are maintained among the team members;
·       Supervises key staff, including ensuring field staff regularly prepare and accurately update performance data;
·       Represents the project at regional, national and international fora, including technical and investment conferences, policy briefings, networking events, etc.;
·       Organizes project teams and oversee production of SOPs to meet project goals and ensure compliance with policies; and
·       Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.
Minimum Requirements:
·       At least a master’s degree or its international equivalent or higher in a relevant field of study, such as environmental management, agriculture, fishery, spatial planning, economics, public policy, natural, earth, or physical sciences; engineering, business administration, governance, climate change, or other related field.  
·       At least 8 years of professional experience in environment/forestry and natural resources management, private sector engagement, financial investment, 10 years of experience as a chief of party, or equivalent, managing and implementing high-volume USAID and other donor-funded environment projects in complex settings, with specific experience working with government counterparts, international donors, and local organizations to strengthen the environment sector.
·       Proven experience working with government officials, particularly the Ministry of Environment and Forestry is highly desirable, to support strategy development, implementation plans and decision making;
·       Prior experience in working in Indonesia and/or knowledge of the Indonesia environment sector
·       Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
·       Excellent oral and written communication skills in English; knowledge of Bahasa Indonesia will be an advantage

Position Description:
The Senior Technical Advisor, based in Indonesia, will provide technical and scientific leadership to the project in the fields of environment, natural resource management and/or climate change. S/he will lead and/or support the design, development and implementation of environment or natural resources programming, technical assistance or analytical work, including participation in monitoring activities. Further, s/he help guide project activities and capacity development efforts designed to improve environmental governance and private sector environmental and social sustainability. In collaboration with the project COP, s/he will maintain close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for supporting the COP in the timely and effective implementation of project activities, deliverables and execution, monitoring and reporting of the project interventions to USAID. 
 
Key Responsibilities:
·       Provides technical leadership in project-wide activities focused on the environment, natural resources management and/or climate change sectors
·       Provide technical leadership in design, development, planning, implementation; and capacity building of technical components of the project focused in the subject sectors.
·       Develops tools for the design and implementation of specific technical components.
·       Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
·       Ensures that project implementation adheres to the appropriate USAID regional and global strategy in the subject sectors and remains technically sound.
·       Influences design and scope of initiatives and activities in the environment, natural resources management, and/climate change.
·       Lead and or produce input for and present major/complex reports, including the supervision, coordination and quality control of consultant reports who are engaged in environment, natural resources management and/or climate change activities.
 
Minimum Requirements:
 
·       Master’s Degree or its international equivalent in environmental management/science, agriculture, biodiversity, spatial planning, public policy, natural, earth, or physical sciences; environmental engineering, governance, climate change, or other related field.  
·       Typically requires 10 years of experience in the environment, natural resources management, including biodiversity conservation, and/or climate change technical sectors
·       Knowledge and experience in the environment, natural resources management or climate change technical area and informed of current approaches in program development and delivery
·       Experience in private sector/conservation finance approaches to the environment and natural resource management sectors preferred.
·       10 Years of work experience that demonstrates sensitivity to and understanding of technical
issues in subject technical sectors.
·       Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
·       Prior experience in working in Indonesia and/or knowledge of the Indonesia environment, natural resource management, and/climate change sectors.
·       Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
·       Excellent oral and written communication skills in English; knowledge of Bahasa Indonesia will be an advantage
