Conservation International (CI) is looking for professional and experienced Senior Project Manager to lead the Peatland and Mangrove Ecosystems (PMEs) conservation project in Indonesia. The Senior Project Manager is required to manage a climate change flagship project funded by Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), Federal Republic of Germany.  The project will increase the climate change resilience of highly vulnerable communities and biodiversity, while substantially mitigating GHG emissions in Indonesia by accelerating large-scale conservation and effective management of peat and mangrove ecosystems (PMEs). In the priority regions of West Papua and North Sumatra, the project will identify sustainable economic solutions (such as crab fisheries, non-timber forest products, paludi culture) to conserve PMEs that are critical for adaptation while building alternative livelihoods. Climate mitigation is a core objective of the project with emission reductions resulting from avoided deforestation of mangroves (20,000 ha) and peat forests (60,000 ha) in the next 4 years. This assumes reductions of 30% from a 20-year baseline deforestation scenario, resulting in avoided emissions of around 30 million tons CO2e over a 4-year period. The project will help to develop community livelihoods that safeguard critical PME habitats and benefit up to 10,000 local people.


The Senior Project Manager is responsible for leading teams to deliver the project target outputs and desired impacts and collaborating with the other CI program initiatives. The candidate will manage resources, schedules, financials, guidelines, partners throughout the full systems project life cycle. This also includes management of issues, risks and project change requests to ensure successful and on-time project delivery.


The candidate will also work closely with both Senior Director Terrestrial Program to support overall CI program initiatives, connect resources, and advocate innovative government policies at the national, provincial and district levels. This position will be based at the CI-I head office in Jakarta and require regular travel to the province and districts to provide oversight and advice field-based staff. Critical to the role will be the leader ship and ability to work in a manner that prioritizes communication and coordination with colleagues and peers; both horizontally (other Managers, Advisors and consultants) and vertically (supervisors or subordinates). The Senior Project Manager will supervise relevant technical staff within project and CII organization structure.


The position will report to the Senior Director Terrestrial Program. To ensure project implementation at field level and Provincial level, the Senior Project Manager will also work closely with the CI-I Regional Managers (North Sumatra and West Papua) at equal position and collaborate with other technical staff within CI Indonesia.  Under supervision of Senior Director Terrestrial Program, the Senior Project Manager will work substantially with CI Arlington office, the Asia Pacific Field Division and CI HQ divisions such as Science & Knowledge and the Center for Environmental Leadership in Business.


KEY RESPONSIBILITIES

1.  Portfolios Management

Provide technical advice and project management oversight of CI Peatland and Mangrove ecosystem project (IKI project) to ensure that program/project results meet CI and project donor quality standards and expectations and that these projects are progressing on schedule;
Develop and implement work plan and critical results path, monitor activities of the Project and ensure accurate and timely reporting to donor;
Collaborate with Project team and Senior Landscape Program manager ensuring 100% delivery against planned project results and financial delivery targets in the workplan. Closely track slippage against work plan and take corrective action; 
Develop Terms of reference and concept notes to define scope of project activities;
Involve in project activities like research studies, state level assessments training workshops etc. and manage the operational aspects of procurement, event management, logistics etc. in coordination with Senior Director of Terrestrial Program;
Identify capacity development needs of implementing partners and arrange for necessary trainings. Facilitate technical assistance/support for project partners in all relevant areas as appropriate;
Manage and track contracts with project partners and flag any potential risks and suggest its mitigation measures. Ensure timely contract management and payments;
Undertake review meetings with partners and field visits to track progress made in implementation of the project and take corrective action as required;
Review quality and consistency of reports and deliverables by partner institutions/ responsible parties including financial reports from all project partners;
Prepare required both administrative, financial and technical reports including but not limited to monthly, quarterly, annually project progress report, regular financial management and reporting, handy over certificate report to Government of Indonesia (BAST);
Conduct regular project monitoring, facilitate and participate in the periodic review meetings and discussions related to project implementation, monitoring and follow-up;
Develop effective project organization structure and supervise the work of team members or consultants, as may be recruited under the Project;
Any other responsibility related to the project and program development assigned by the Senior Director Terrestrial Program

2.  Program and Partnership Development                                                       
Identify and implement strategic opportunities to leverage the project implementation;
Assist the CI-I Senior Management Team in interpreting GOI policies, institutional issues and program priorities affecting the direction and implementation of IKI project.
Maintain and develop partnership with Government of Indonesia partners at national and sub-national level in regard with policy development, capacity building, and technical assistance including but not limited to the Ministry of Forestry and Environment, the Ministry of Marine and Fisheries, National Planning Ministry (BAPPENAS), Ministry of Home Affairs, Peatland Restoration Agency (BRG);
Develop and maintain contact with NGOs, private sector, community, and other donor agencies working on forestry, terrestrial biodiversity, and climate change mitigation including but not limited to GIZ, Norway Government, the UK Climate Change Unit, the World Bank, ADB, JICA, and private foundations.

3.  Communications and Advocacy

Draft implementation strategies, briefing notes, policy and discussion papers and prepare presentations on peatland and mangrove ecosystem, forestry, and climate change related matters as applicable to CI-Indonesia;
Linked with above deliverable identify strategic opportunities to support communication and engagement with external stakeholders with the key aim of creating new and leveraging existing opportunities to secure funding (together with other Snr CI-I terrestrial personnel);
Support CI-I Senior Management Team (SMT) to communicate strategies and provide direction to the broader team in Jakarta;
Develop knowledge management tools and processes to promote learning and awareness related with the project
Represent CI in various forums and discussions with partners to advocate for CI’s vision of healthy Sustainable Societies and strategies including the landscape/Ridge-to-Reef approach and models; and
Encourage the uptake of best practices, through regional publications, reports and other information education and communication materials related with the project.

4.   Funding and Proposals

Assist Senior Director Terrestrial Program in developing fundraising, strategic planning, partnerships, liaison with other agencies and partners

QUALIFICATIONS

Min. a master’s degree from an accredited university in forestry, biology, natural resources management, environmental management, or in a related agricultural, environmental or development field.
Advance understanding of Peatland and Mangrove ecosystem, spatial plan, land use planning, forest management, climate change and development issues at national and regional level.
Experienced in program and project Management, monitoring and evaluation, policy formulation
Ability to work and communicate effectively in cross-cultural situations with a wide range of people.
Strong leadership, negotiation, mediation and conflict resolution skills that can be applied to working with cross cultural and working environment.
Demonstrated competency in the field team management and multi stakeholder facilitation, and program coordination.
Ability to contribute to the efficient and effective operation of the project, adapt to changes in workload and positively influence the project team, and work under pressure and with multiple deadlines.
Willingness to travel and work long hours, occasionally to remote areas and working on weekends or after hours if needed.
Excellent communication skills in Bahasa Indonesia and English.
Computer literacy with experiences in electronic communications (i.e. E-mail, Internet, etc.) as a user including a proficiency in Microsoft Word, Excel, PowerPoint.


ADDITIONAL QUALIFICATIONS

List additional required or preferred qualifications specific to the position.

Has working experience in the project management preferably in Sumatra and West Papua and work with international agency.
Demonstrated and proven ability to produce tangible results, prioritize tasks and develop timelines for project completion work independently, and lead successful team projects and ability to complete tasks in a timely fashion, defining goals and deliverables, assembling and motivating teams, managing team assignments, scheduling, budgeting, tracking progress and milestones, and delivering products.
