Lowongan USAID/IUWASH PLUS : Short-term Consultant on BUMDes Sanitation Lending Capacity Development Specialist, Kab. Lumajang, East Java

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of:

Short-term Consultant on BUMDes Sanitation Lending Capacity Development Specialist, Kab. Lumajang, East Java (Job Code: BUMDES_EJ/STTA)

Objective
This consultancy will provide concentrated technical assistance for:
1. The development of credit schemes for household sanitation products (toilets and/or with septic tanks) for BUMDes Wonorejo and BUMDes Pasirian in Lumajang District (East Java) which conform to GOI technical and administrative requirements; and
2. The development of management include finance, personnel, marketing, product, business policy and networking.
3. The development of a guide and supporting curriculum that other BUMDes may use as they seek to develop similar credit schemes and sanitation products.

The tasks of the consultant will include, but not be limited to the following:

1. Assess BUMDes capacity and determine requirements for their development of a lending scheme for household sanitation systems.
2. Develop and implement a capacity building program for each BUMDes in order that they can successfully establish and/or improve credit schemes for household sanitation systems.
3. Based on results of the above, develop a training curriculum that may be used by other BUMDes as they undertake to establish similar household sanitation credit programs.
4. Provide periodic progress reports after each of the above major tasks, including recommendations for any indicated follow-up work, as well as for improvement of IUWASH PLUS overall approach to working with BUMDes.
5. Perform other tasks that are consistent with the above and as assigned by the supervisor. 

Expected Start Date: March – April 2020 

Minimum General Qualifications:
1. At least bachelor’s degree in a relevant field, preferable in Management/Business Management;
2. Minimum 5 years’ experience in technical assistant to BUMDes and/or SMEs, including develop modules and utilizing and deliver training
3. Excellent communication skills in Bahasa Indonesia and at least good in English (writing)
4. Good computer skills (Word, Excel, powerpoint, etc)
5. Having experience with USAID or other Donor is an advantage
