Job Description

PATH is recruiting for a Monitoring, Evaluation and Learning Officer to provide support to an anticipated HIV testing project. The MEL Officer will support data collection, storage, analysis, and dissemination activities for pilot activities in select regions of Indonesia. This position will be responsible for collecting quantitative and qualitative data at various sites. It will require close working relationships with community-based and other local partners under the project to ensure access to data, and data quality and provide technical assistance to prevent and address any data challenges. This will include creating procedures for data collection, data management, and data quality assurance plus timelines for data sharing and analysis.

Responsibilities:

Translate and adapt monitoring and evaluation tools, ensure alignment with national HIV testing indicators
Train implementers on key indicator definitions and how to use data capture forms/tools
Lead ongoing review of routine project monitoring data
Provide ongoing data quality reviews
Act as a liaison with the implementation team on all issues related to data collection, project fidelity and timeline
Support operationalization of the monitoring and evaluation plan by developing and managing an M&E system to serve as a repository of all project related M&E data
Maintain and update the monitoring and evaluation system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements
Visualize results and facilitate quarterly discussions among key stakeholders on progress and challenges identified while reviewing key metrics
  
Required Experience

Minimum of 5 years of experience and demonstrated skills in monitoring and evaluation of health programs, preferably HIV
At least a bachelor’s degree in public health, development studies, economics, or related field
Experience in performance monitoring and evaluation of health programs, including monitoring performance indicators, data collection and conducting data reviews and analysis
Demonstrated understanding of and familiarity with a range of monitoring and evaluation approaches
Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and translate findings effectively to stakeholders and partners
Ability to oversee data collection at various levels to ensure accuracy and clarity of data interpretations
Oral and written fluency in English required
  
Must have legal authorization to work in Indonesia.
