The Peat and Mangrove Ecosystem (PME) Project in Indonesia is part partnership between government of Indonesia and the Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The project focus on climate change “Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia’s Peat and Mangrove Ecosystems”.

Conservation International (CI) is the lead agency for implementing and executing the project through works in partnership with stakeholders at the national and local levels.

Government has launched social forestry programs for decades, with main purpose to improve community welfare through better community-based forest management that based on protection principles.  About 47,105 ha forest has been set as target for West Papua Province. Currently about 14 hutan desa exist in West Papua, mainly in Fakfak District, with total area of 25.323 or over half of total targeted area. But with no existing village forest management plan (RPHD) nor management activities in the field.

Conservation International is seeking consultant to assist with collecting biophysics and social-economic data for development and conduct basic training for hutan desa management committee.

A. Scope of Work:

1.       In consultation with related stakeholders planning for series biodiversity and socio-economic assessments:

a.       Collect available biophysics and socio-economic data.

b.       Develop field survey plan include outputs, methodology, budget, and timeline.e

c.       Assemble surveys team that include forester or botanist, ornithologist, herpetologist and natural resources, and social economist.

d.       Securing necessary documents and permits for field surveys.

e.       Socializing survey activities to relevant stakeholders including local government, communities and authorities (BKSDA and Forestry.)


2.    Develop methods and materials for capacity building

a.    Provide summary findings of field surveys as means for community.

b.    Develop basic biodiversity surveys and  resources inventory module to be used by to community.

c.     Work with other partners to train communities with GPS or SMART patrol to monitor resource usage and biodiversity status.


3.    Assist the development/writing of RPHD Obadari

a.    Provide data and information related to biophysics setting, biodiversity, forestry and social economy in the ready to use format.

b.    Provide recommendations on zonation and forest/resource utilization plan.

c.     Ensuring all biophysical data are properly interpreted in the RPHD Obadari.


B. TIMELINE: This Work will be effectively for approx. 6 months from March to September 2020.

C. REQUIREMENT: Consultant is expected to be based in CI Manokwari Office.

1.  A minimum master’s degree on science, biology, forestry or related natural resource decree; and understand survey designs

2.  A minimum 5-7-year experiences working directly or participated with biodiversity surveys or related community works in in Papua/West Papua

3.  Proven skill and experience on planning and carryout biodiversity or field surveys in in Papua/West Papua

4.  Familiar with research activities and research communities in Papua/West Papua or New Guinea

5.  Ability to organize and facilitate multi discipline survey team and field activities

6.  Experience and willingness to work with local communities and NGO

7.  Willingness and commitment to follow work plan.
