The U.S. Agency for International Development (USAID)/Indonesia awarded Social Impact, Inc. (SI) the Monitoring Evaluation and Learning (MEL) Support task order (TO). The purpose of the TO is to support the design and implementation of the Country Development Cooperation Strategy (CDCS) for fiscal year (FY)2020 – 2024 by providing technical, consulting, and advisory services related to MEL to USAID/Indonesia.

Purpose of Evaluation

The United States Agency for International Development (USAID) intends to conduct a political economy analysis (PEA) for USAID/Indonesia. The PEA will provide important information for USAID/Indonesia in building and maintaining partnerships with 8 priority provinces under the new CDCS. The analysis should uncover the political, economic, and social contexts in each of the priority provinces to understand factors that will promote and inhibit USAID/Indonesia from reaching the desired outcomes. The research will be conducted over a four-month period, April 2020 to July 2020, including planning, design, and implementation to final reporting, presentations, and submitting required reports to USAID.  

Position Summary

Social Impact Inc. is seeking an individual to fulfill the role of Research Associate (Political Economy Analysis) for political economy analysis of USAID/Indonesia. This position will work under the supervision of the Program Manager/MEL Specialist and will be responsible for contributing to all aspects of the research activities.


**Please note: This is a local position. Only Indonesian citizens will be considered. **


Key Responsibilities

The Research Associate will be responsible for:

Contributing to the design of the overall PEA methodological approach and assessment questions.
Conduct fieldwork with USAID/Indonesia staff in-country to conduct data collection, which includes conducting interviews and/or focus group discussions (FGDs) with relevant stakeholders during data collection.
Provides logistical support during data collection, including but not limited to arranging ground and local transportation in the field, arranging meetings with informants, purchasing supplies and other relevant materials for FGDs, procurement of meeting venues as necessary, and other tasks as needed.
Writes detailed interview and/or FGD notes.
Manages data collected from the field.
Contributes to the report writing for submission to USAID/Indonesia.
Assist with programmatic data entry and cleaning as needed.
Other duties as assigned.
This position will report to the MEL Specialists of USAID/Indonesia MEL Support Project

Estimated LOE: 45 days

Minimum Qualifications

A master’s degree (or foreign equivalent) in political science, economic development, or related field.
At least five (5) years of relevant experience carrying out political economy analysis, with documented experiences in research and/or designing data collection instruments, managing field work, conducting semi-structured interviews, including managing quantitative and qualitative data.
Previous experience with USAID project or familiarity with USAID regulation/requirement is preferred.
Experience in incorporating analysis of available secondary data to supplement qualitative data.
Demonstrated record of successfully completing and producing PEA reports.
Experience working with a range of government officials, donors, and local NGOs.
Strong prior ability to successfully collaborate with an assessment team, which includes USAID/Indonesia staff and local contacts.
