About JRS
The Jesuit Refugee Service (JRS) is a non-governmental organization with a mission to
accompany, serve, and advocate the cause of refugees and other forcibly displaced people, that they may heal, learn and determine their own future. JRS was founded in November 1980 by Fr. Pedro Arrupe SJ, the Superior General of the Society of Jesus (the Jesuits), to respond to the plight of Vietnamese refugees fleeing their war-ravaged homeland. JRS is a ministry of theSociety of Jesus under the direct responsibility of the Superior General, Fr. Arturo Sosa Abascal SJ. JRS is committed to working for the wellbeing and hope of refugees. At the heart of our service to refugees is our commitment to journey with them throughout their experience of displacement.

Position Purpose
JRS Indonesia works with de facto refugees and asylum seekers living in urban areas and with internally displaced persons (IDPs) affected by conflict and natural disasters. JRS Indonesia responds to emergencies in Bogor, Jakarta and Central Sulawesi, assisting those forcibly displaced by conflict and natural disaster in meeting their basic needs.
The National Programme Assistant Officer works closely with the National Programme Officer (NPO) who coordinates the programmes of BeFriend De Facto Refugee in Urban Areas (Jakarta and Bogor) and Psychosocial Support Project for Natural Disaster Survivors in Palu, Donggala, and Sigi within Central Sulawesi.

In selecting and implementing programmes, JRS addresses the root causes of forced
displacement. We strive to welcome, accompany and serve refugees and other forcibly displaced people through our many support programmes. We promote social inclusion by bringing host communities and refugees together. We promote the integral human development of refugees through our education and livelihood-training programmes.

We run psychosocial support programmes and provide humanitarian relief in emergency displacement situations. We provide refugees with access to health care services that include primary health care and preventive interventions that effectively reduce health risks. JRS advocates the cause of at different levels for national laws and policies that protect their rights and promotes durable solutions. We protec refugees by providing them with legal assistance as they navigate the complex process of claiming their rights as refugees.

Responsibilities
JRS Programmes and Projects
 To work as a part of the national team based largely at the national office, as well as traveling to the projects throughout Indonesia where JRS projects are.
 To support and assist the National Programme Officer (NPO) within the country to
professionally plan, implement and evaluate JRS projects within the country in line with
strategic priorities identified.
 To assist NPO in conducting projects monitoring, quality assurance and general capacity building resource through regular field visits, facilitating the development of a structure and culture of learning within the organization.
 To assist NPO in keeping track of projects undertaken in the name of JRS, review project proposals and reports, and maintain an up-to-date projects database.
 To assist NPO in developing and monitoring criteria and methods of JRS programs: planning, project writing, and reporting standards – setting guidelines and timetables for and edit and review project proposals, interim and annual reports. Develop appropriate material resources.
 With the Country Director and NPO, set methods, timetables and resources for project evaluations.
 To assist NPO in providing conceptual and technical supports for the field coordinators and Project Director in project management and evaluation.
Coordination and Support
 In close cooperation with the NPO, to support the field coordinators and their regions in their work relating to project management.
 To assist NPO in preparing and following-up the meetings of the field coordinators and the field staff on issues related to programs as requested.
 To provide inputs into the meetings of NPO and the field coordinators and other thematic meetings as required around the country, supporting and/or facilitating necessary trainings, and ensuring consistency and appreciation for the JRS Mission, and ethos.
 To assist NPO in coordinating the formulation of project proposals for the activities of the country coordination and present them to the Country Director.
Relations with Partners and Donor Agencies
 To assist NPO in developing and managing the existing and new partnership agreements related to the programme in consultation with Country Director and National Officers.
 To assist NPO in maintaining the working relations with JRS’ partner agencies, especially on programme matter.

Qualifications and Experience
 BA or MA degree, preferably in social and development studies or other related to the job.
 Minimum of three years relevant working experience
 Indonesian nationality
 Excellent or fluent English and Indonesian skills in speaking, reading and writing.
 Knowledge, understanding and empathy with De Facto Refugees, Asylum Seekers and IDPs in all settings.

 Knowledge of and experience with project cycle management and human rights base
approaches
 Knowledge of peace building and disaster risk reduction is preferable
 Ability to multi-task
 Flexibility
 Ability to work independently
 Strong skills in team building and capacity building
 Experience dealing with Government authorities and partners
 Knowledge of basic Microsoft programs a must
 Ability to work legally in Indonesia, preferably with Indonesian ID card
