II. Organizational Context

Partnership for Governance Reform (Kemitraan) Kemitraan is a multi-stakeholder organization established to promote governance reform. It works hand-in-hand with government agencies, CSOs, the private sector, and international development partners in Indonesia to bring about reform at both the national and local levels. Kemitraan builds crucial links between all levels of government and civil society to sustainably promote good governance in Indonesia. 

Good governance is participatory, consensus-oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law. It assures that corruption is minimized, the views of minorities and most vulnerable in society are taken into account.

Knowledge Resource Center (KRC)

Since our inception in 2000, Kemitraan has established wide-range of multi-stakeholder networks at all levels. We work together with the government in mainstreaming good governance principles in public policy making, implementation and monitoring phases with evidence-based approach.

Our specialized think tank unit, the Knowledge & Resource Center (KRC) is well versed in various research methods applying variety of research methods including but not limited to literature study, FGDs, mapping study, expert interviews, and quantitative method involving statistics calculations. Some of the research and study are utilized as part of the monitoring and evaluation tools of the client.


The Research Program of KRC:

 Indonesia Governance Index

Since 2008, Kemitraan has provided a tool to measure local governance performance based on six good governance principles (participation, accountability, fairness, transparency, effectiveness and efficiency). This assessment is known as Indonesia Governance Index (IGI). IGI has been endorsed by The Ministry of Home Affairs and well acknowledged by various stakeholders, such as national agencies, local governments, civil societies, academicians and media. IGI is considered to be the most comprehensive tool in assessing governance because it not only assesses political and bureaucratic officials but also assesses the interaction and contribution of civil society and the economic community in forming a good governance. Currently in 2020, IGI will be refined to strengthen and complementing the performance evaluation tool of The Ministry of Home Affair or EKPPD.

Police Governance Index

Inspired by IGI in 2014, Polri expressed their interest to IGI because of this tool measures local governance performance in provincial level and districts level. Therefore, since 2014, Kemitraan has initiated a mutual cooperation to incite good governance principles in Polri through Police Governance Index (PGI). Differently with IGI, PGI measures the performance of Polri through seven principles which consist of competency, responsivity, behavior, transparency, fairness, effectivity and accountability. These seven principles are applied to measure the performance of each unit in Polri at all level.

After four years of assessment, PGI has been institutionalized as formal internal evaluation tools through Chief of Police Regulation (Perkap) No 5/2018. PGI’s recommendations have also been utilized as policy reference to improve the performance of Indonesia National Police. Based on PGI Roadmap, Kemitraan and Polri intend to continue the assessment to cover until 461 District/Municipal Police Offices, 34 Regional Police Offices and 65 Works Units Police at Headquarter. 

To support our research, we are recruiting Junior Researcher, Researcher and Senior Researcher. Under the guidance of Head of Knowledge Management & Learning and daily supervision of Research Coordinator, the Junior Researcher, Researcher and Senior Researcher will conduct various technical research tasks as required.
