Oxfam in Indonesia - Consultant for DEC Collective Initiative (INT6434)

The Role
The consultant will be responsible for carrying out the study through assessment and observation on the partnership practices implemented by DEC member organization in Central Sulawesi from the perspective of localization. The consultant will also facilitate the workshop to present and triangulate the findings identified and extract  learnings from DEC member organizations and relevant stakeholders.  The consultant will work closely with DEC Collective Initiative technical team that consist of Oxfam, Christian Aid and Plan International representative and lead by Oxfam Humanitarian Response Lead in conducting the study.

Qualification and Experience Required

This study should be led by high qualified external consultant/consultancy organization, with criteria as follow:

Organizational / group of researchers with significant (8-10 years) experience and capacity to manage the review process to include experience conducting organisational reviews and/or management audits is desirable.
Demonstrated knowledge and experience on Humanitarian and emergency response programming is preferred
Strong knowledge and experience on partnership management and networks, localization of aid, Grand Bargain, partnership in humanitarian is preferable
Familiarity with context of Central Sulawesi, Humanitarian working environment in Indonesia is preferable
Experience of working with participatory methodologies, especially in research
Strong experience in developing and disseminating research findings
Excellent in report writing, both in Bahasa and English

Second step, Oxfam will invite candidates for interview and presentations to elaborate on the methodology.  and request to develop technical proposal in more depth with the aim of appointing before the end of March  20 to begin work in April 2020.
