The Peat and Mangrove Ecosystem (PME) Project in Indonesia is part partnership between government of Indonesia and the Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The project focus on climate change “Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia’s Peat and Mangrove Ecosystems”.

Conservation International (CI) is the lead agency for implementing and executing the project through works in partnership with stakeholders at the national and local levels.

Government has launched social forestry programs for decades, with main purpose to improve community welfare through better community-based forest management that based on protection principles.  About 47,105 ha forest has been set as target for West Papua Province. Currently about 14 hutan desa exist in West Papua, mainly in Fakfak District, with total area of 25.323 or over half of total targeted area. But with no existing village forest management plan (RPHD) nor management activities in the field.

As outlined by Dirjen Perhutanan Sosial dan Kemitraan Lingkungan, Minister of Environment and Forestry, Decree No.P.16/PSKL/Set/PS/0/12/2016, the main component of RPHD are 1) delineation of boundary; 2) zonation; 3) utilization plan and management; and 4) monitoring, reporting and evaluation.

To meet the requirement, Conservation International is seeking consultant to assist with community engagement and supporting project implementation in the field of Obadari, Fakfak.

A. Scope of Work:

The consultancy objectives are to carry out series of community engagement, and to create enabling conditions, which support field surveys and development of RPHD, by carrying out following tasks:

Develop weekly work plan to complete this consultancy work for 6 months.
Facilitate at least up to 5 meetings with communities and related partners/authorities at the village.
Lead the process to establish Village Forest Management Committee (Badan Pengelola Hutan Desa) that include consultation with village elders, KPH Fakfak and district/village level government staff.
Secure necessary or required legal documents for VFMC establishment and determine training need.
Develop VFMC a 1 year and 5-year workplans.
Collection baseline data on social-economy, existing forest industry and partners within the working area, permit and existing forest/land concessions.
Assisting the development of RPHD Obadari.
B. TIMELINE: This Work will be effectively for approx. 6 months from March to September 2020.

C. VALUE: Maximum Proposal Value will not be exceeding to IDR 100.000.000, including costs for to support all field activities and consultant fee.


D. REQUIREMENT: the institution is required to submit:

(1)    Organization/Company Profile, including description of its Business Licenses.

(2)    Technical Proposal, containing:

a.    Description of the Approach

b.    Methodology

c.     Timeline of each milestone.

d.    Budget Plan

(3)       Qualification of Key Personnel/Team Members
