Project Summary:

CEGAH is a 5-year USAID-funded accountability and integrity program that works with a wide range of Indonesian governmental and non-governmental agencies. The program runs between 2016 and 2021. The project is implemented by Management Systems International (MSI).

Position Summary:

CEGAH is keen to ensure that the best practices and impact from its research and programming are preserved and shared among implementing partners and the donor community. CEGAH seeks to elevate its capacity to communicate program progress to an external audience.

Set to produce human-interest videos, CEGAH plan to complete at least 12 videos by mid-2020. The objective of these videos is to feature CEGAH beneficiaries in different locations in Indonesia, the impact of CEGAH interventions and the value of USAID - Indonesia cooperation. The aim of producing these videos is to raise public awareness on anti-corruption and portray Indonesians on a journey to self-reliance, as identified by the project.

The Project Manager (short-term consultant) will work closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) and report to the former. S/he will also work with a Communications Assistant/Officer/Senior Manager and videography vendors.


Deliverables

Seven long version videos (approx. 3 - 4 minutes each) Five short version videos (approx. 1-2 minutes each) Additional video(s) (by request)

Specific Activities

The main tasks of the short-term consultant are as follows:

Supervise videography vendors required for the production videos until its completion, as approved by USAID;
Work with and advice CEGAH during process until its completion;
Pre-production execution which include, but not limited to finalization of storyboards, budget, scope, timeline, travel logistics, location and character scouting, as well as vendor, stakeholders and character coordination and briefing;
Production execution which include, but not limited to travel to locations to supervise filming, vendor supervision, conducting interviews, ensuring b-roll for supporting stock shots;
Post-production execution which include, but not limited to logging, selecting and transcribing the interviews, producing the final story board, music selection, triggering reviews and approvals by USAID, and final delivery;
Submission of all original documentary footages, including b-rolls and approved videos.

Timing and Duration

·                  The short-term consultant shall commence the work upon signing of contract and the contract shall expire as of July 31, 2020;

·                  Total pre-production, production and post-production time should be finalized by the end of

July 31, 2020 or earlier, whichever advised by USAID.


Requirements and Qualifications for the Short-Term Consultant:

The short-term consultant is expected to have the following qualifications:


·                  Minimum of five years’ work experience in the area of film/reportage/documentary writing,

producing, directing and editing;

·                  History of performance excellence regarding themes/target groups that are the same as/similar to CEGAH’s stakeholders;

·                  Experience/familiarity with USAID branding and key messaging would be an advantage;

·                  Ability to operate under strict time limits;

·                  Ability to effectively apply high production and technical standards for the purpose of

maintaining high levels of professionalism;

·                  Ability to work both in Indonesian language and English;

·                  Successful materials filmed in the region would be an asset.


Logistics:

·                  The short-term consultant will make its own logistical arrangements to work from CEGAH office

for 31 days, including in filming locations for the duration of production;

·                  Remuneration to be paid based on completion of timesheet.

·                  Additional payment for travel, accommodation costs and perdiem of the short-term consultant will be fixed in consultation with CEGAH.
