WRI Indonesia is looking for Consultant as Green Bond Advisor

Program Overview

Utilities, Cities, Corporations and Industries around the world have issued billions in green bonds to fund renewables development. Green banks in North America, Asia and Europe are backing investments in distributed resources and energy efficiency. Together, they can attract hundreds of billions in institutional and financial market money to fund investments in large-scale renewables and public sector investments in local distributed generation. They can also work together to support utility transitions away from high-cost legacy generation to lower-cost "green" generation.

Indonesia, with its ambitious strategy to transition to 23% renewable energy in the energy mix by 2025 require massive capital by its utility, cities and companies. In addition, progressive municipal/city leaders and corporate RE targets have also looked into the opportunity to tap into green bond pool of fund. Unfortunately, thus far, only one state owned enterprise in Indonesia managed to raise and tapped almost 3 Trillion IDR of green bond internationally. WRI Indonesia is currently working on enabling private sectors, utilities and cities across Indonesia to develop fit for purpose green bond framework to tap international green bond market.

As our Green Bond advisor, you will be providing expertise, technical advisory and guide a growing energy & climate team in aligning the narrative of financial decision-making of our stakeholders (utility, corporations, cities) with 1.5 Deg climate temperature goals. As this concept cements itself as an enduring feature of the financial landscape, financial institutions will increasingly be expected to accelerate the decarbonization of their portfolios through rapidly scaling up green investment while also supporting the transition of carbon-intensive industries, clients, and assets.

The Green Bond Advisor will focus on guiding analysts and senior analysts on a wide range of activities, including research, analysis, and writing in developing green bond framework/strategy for the main stakeholders. This will include (for example): the green bond valuation strategy, cost and benefit, assessment readiness and portfolio structuring. The Green Bond advisor will also advise on the stakeholder engagement and management; supporting strategy development; and planning and facilitation of workshops and events. The Green Bond advisor will also work closely with WRI Indonesia Climate and Finance team and Global Economics & Finance team based in Washington, DC.

The successful candidate for this position will have excellent financial analytics capabilities and attention to detail, can do attitude and strong interpersonal skills, as well as ability to work independently yet maintain a good communication among the team.


Job Responsibilities

·         Lead and advise in the development of all analytical products on green financial instruments and products for the main stakeholders

·         At times, required to work at stakeholders’ sites in guiding the development of the analytical products

·         Designing appropriate financial instrument on the subject of renewable energy infrastructure, LULUCF carbon reduction strategy and others

·         Supporting stakeholder outreach and engagement at a range of institutions (including financial institutions, companies, and non-governmental organizations)

·         End to end facilitation to advise stakeholders on their bond issuance including facilitating stakeholder’s discussion in rating/valuation agency and prospectus roadshow

·         Contributing ideas to further our initiative's thought leadership in this area as well as our strategy as we grow the initiative

Deliverables

1.    Scoping of bond issuance potential for energy and carbon market for selected stakeholders

2.    Technical assistance and facilitation on designing and developing 2 (two) green bond/municipal bond framework for key stakeholders

3.    Technical assistance and facilitation on the issuance of 1 (one) green bond/municipal bond at international market

4.    Capacity building for green bond issuance

5.    Stakeholder assessment and market preparedness analyses

6.    Cost and benefit assessment

7.    Access provision to green bond/carbon market stakeholders

Job Qualifications

·         Master and/or Doctoral Degree in Energy Finance, Climate Finance, Resource Management, Economics, Energy/Climate Economics, Finance is preferred

·         At least 10-15 years’ full-time professional or academic experience in related field

·         Experience working in the financial sector or involved in a research on the financial sector

·         Deep understanding of global bond market and carbon market and their interrelation to developing country like Indonesia

·         Experience with and/or knowledge of the financial system and sustainable finance.

·         Experience with and/or knowledge key targeted sectors, including power sector, transportation, manufacturing, textile, steel, garment, cement, and/or aviation

·         Experience planning or facilitating events and workshops, and strong external engagement skills

·         Excellent writing and verbal communication skills

·         Strong background in research

·         Ability to work both independently and as a highly collaborative team player

·         Willingness to dive into new areas of work and to learn new subject matter

·         Problem solver who is willing to develop and share ideas internally and externally


Period of Work

1 (one) year of initial contract with possibility of extension upon successful performance evaluation, budget availability, and project needs.

Terms of Payment

Daily rate consultant with maximum 8 (eight) working days per month 


Must have authorization to work in Indonesia to be eligible for this position.

Final candidates might be required to take a writing test and to produce two writing samples when needed.

Consultant rate: Consultant rate is commensurate with experience and skills.
