The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Consultant for Finalization RPAM Technical Guideline in Jakarta Office (JOB CODE : STTA/RPAM-JKT)
Objective
In 2018, the RPAM technical team, consist of representatives from across ministries (Bappenas, Ministry of Public Works, and Ministry of Health) and its development partners (USAID IUWASH PLUS, WHO) agreed to revisit the concept of RPAM to be aligned with SDGs target. Some key points of changes required are among objectives, focus, and scope of RPAM implementation. In the adjusted concept, public health is placed as the main goal to be achieved by RPAM through the provision of safe drinking water. In addition, RPAM also will be classified based on the type of water supply provider as stipulated in Government Regulation No 122/2015.
USAID IUWASH PLUS will contribute to this process both through finalizing the technical guideline, as well as piloting in several cities. The scope of Finalization RPAM Technical Guideline activity includes review the existing RPAM technical guideline, re-write and adjust the document both layout and editorial structure, so it will be clearer, easy to use and easy to understand.
Tasks and Responsibilities
Consultant does review and adjust the existing RPAM technical guideline with activities as follows:
1. Review of the existing RPAM technical guideline
a. Review all chapters of existing RPAM technical guideline
b. Summarize and simplify each chapter, at least each chapter consist of overview, example and tools and case studies
c. Add more case studies related to RPAM (based on field experience) to complete the explanation of each chapter
d. Conduct discussion with RPAM technical team to discuss the progress
2. Relayout document structure
a. Re-layout the document structure by separating important message and put the supporting message on annex, so it will be easy-to-understand
b. Re-layout the table format for each chapter. WSP guideline from WHO can be used as a reference
c. Conduct discussion with RPAM technical team to discuss the final document
3. Summarize final RPAM technical guideline into an executive summary (one to two pages long). The executive summary will be presenting key points from all steps of developing RPAM.
4. Develop a knowledge product (i.e. brochure/leaflet) from final RPAM technical guideline. Target of this knowledge product is PDAMs as the main actors of RPAM implementation.
Minimum General Qualifications:
• Minimum a bachelor degree in a relevant field from technical department, such as environmental engineering or civil engineering, master’s degree will be an advantage
• At least eight (8) years of experience in working in WASH sector, having an understanding of water safety plan will be an advantage;
• Has experience working on developing manual, guideline, training modules or other relevant documents that will become references for WASH actors in implementing the subject;
• Possesses good writing skill to support the revision of RPAM guideline;
• Possesses basic communication and facilitation skills, including moderating discussion, meeting, and workshop;
• Possesses good verbal and written communications skills in Bahasa Indonesia and English;
• Has experience in working and managing implementing partners from relevant institutions including Government, WASH operators, donors and other relevant partners;
• Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
